Mathematical literacy is a basic quality in modern society. Since the PISA has been, plenty of mathematics education reform have been implemented because of mathematical literacy.Many countries in OECD started to develop mathematical literacy as national curriculum goal. In Chinese Mainland, Shanghai as the representative of china attracted other people’s attention when it took part in PISA testing at first time. Most of Chinese mathematics educators hold rational and calm attitudes for Shanghai’s achievements. As a vast country, China has a special national conditions:the economic gap is too large, urban and rural economic structure is different, which make education resources and education development unbalance in different regions. Based on China’s basic national conditions, we can’ the use the PISA scores in Shanghai region to present situation of students’ mathematical literacy in china. Therefore, this study starts from the angle of number and algebra to study mathematical literacy of students in primary schooLNumber and algebra content is an important basis for primary school mathematics. To master the basic knowledge and basic skills of "number and algebra" can help students establish a good number sense and preliminary symbol sense. The preliminary experience of algebraic thinking mode is the important premise and necessary basis for further study of other mathematical content. And all this is learned in the first primary school number and algebra courses content areas. As more and more people concentrate on mathematical literacy, special qualities such as algebra, geometry, statistical literacy from different levels of specific mathematical literacy should arouse enough attention, which making the mathematical literacy more enriched. So in this study, we want to further explore the theme of number and algebra literacy of pupils.This study focus on the core issue on the number and the algebra literacy in the sixth grade primary school students. Using literature method, survey method, statistical analysis method to measurement and evaluation the number and algebra literary of the sixth grade students.Base on analyzing the structure of mathematical literary in PISA, unifying our country compulsory education mathematics curriculum standards and literature review,I explored the the connotation of student number and algebra literacy and measured the literacy in sixth grade primary school students based on the three dimension:content dimension, cognitive dimension, environment dimension. I have used quality evaluation, quantitative analysis and qualitative analysis methods of data analysis, analyzing the abilities of sixth grade students in understanding of the concept and the simple skills.,contact the application, reasoning and problem solving. The results are as follows:there are significantly different in concept and simple skills, contact the application, reasoning and problem solving level on number and algebra literacy of the sixth grade students are; sex is not the influence factors of number and algebra literacy in the sixth grade primary school students, the sixth grade boys, girls in number and algebra literacy does not exist significant differences. From the results, the student have some difficult in connection with the application, reasoning, especially in reasoning and problem solving. According to the overall situation of evaluation, this study proposes the following recommendations. Strengthen the understanding of the concept teaching, pay attention to the relation between concept and the reality; Attach importance of estimate teaching; pay attention to the mathematics modeling teaching, transition from mathematics application topic teaching to the teaching of mathematical modeling; mathematics paper and pencil test can be try to create the problem situation gradually diversified teaching suggestions. The study of Chinese students’ mathematical literacy are mostly theoretical discussion, this study attempts to evaluate research with mathematical literacy of primary school students from the practice, because of limited capacity and energy, there are many shortcomings in comprehensive aspects of this research in the scientific test tools and test samples, and hope to be able to make up for in the future research.
