With the rapid development of economy in China, the reform of modern vocational education system has gone further and further. And the number of students in this major has growing fast as well. The transformation of enrollment and employment of students in Vocational College, the new situation of changing academic-year and credit system etc, the new problems of students’ different world view, values and educational background in vocational education etc, and the new circumstances on the socialization of the logistics management and modernization of network information have brought great impact on students. Besides, the changeable individual characteristics of the students and their uneven quality have brought new challenges to the management in these colleges, and also the new requirements to the original management model.Maritime education is an important part of modern vocational education. Marine occupation is a special career clusters which requires attention and investigation of vocational education. Modern vocational education requires higher professionalism to the students in Maritime than students in other majors. Therefore, it is necessary to put quasi-military management into practice because students in Maritime are required strictly of their security, disciplines, specification, rigorous in their future jobs. As long as the rapid development in the shipping industry, to view Maritime Vocational Education in modern perspective and to study the new position of quasi-military management from students’ specific martial disciplines are necessary. The traditional military management model has been difficult to adapt the new requirements for the people in the shipping industry in such new situation. Therefore, as what have been mentioned above, the new perspectives and new ideas are required to improve the traditional military management model which demands the managers to explore innovative management ideas and methods as well as the management model.In this paper, the overview of the relevant core concepts of quasi-military management establishes the logical starting point of this study. From the perspective of modern vocational education, this paper analyzes the Maritime majors in quasi-military management model. The paper has been divided into the following sections:Part I: It expounds the causes, significance and researching background, as well as raises the issues of the study to explain the significance of the theory and reality about this paper. it explains the status of domestic research, ideas and methods which have defined the core concepts of the study.Part II: It describes the construction and the theoretical basis of the quasi-military management model about Maritime majors. It proposes building a quaternary joint management mode, which means schools and enterprises, school and home, campus and police, as well as teachers and students. Also, it declares demonstrations. Then it introduces the theoretical foundation and basic principles of the quasi-military management model, explaining the objectives and content of the quasi-military management model and the reasons to build such a model in discussing the relationship between quasi-military management and Maritime students from professional requirements, career aspirations and their idealsPart III: The investigation of quasi-military management model to Maritime majors and followed the analysis of it. It introduces the discussion of individual investigations at the same time, analyzing the reasons for the military management problems.Part IV: The comparison of maritime military management mode between students in China and US is through comparing the management model between students in the United States Merchant Marine University and those in the Guangzhou Maritime College. It derives inspiration and takes it as the content for the next part as foreshadowing.Part V: by running the management model, comes to a new management mode of security system and operation. In the end, this paper focuses to bring up excellent Maritime talents in basis of professionalism to make them become modern talents, using “double certificate education” as a lever to expand employment channels for the Maritime talents.
