In the 21 st century, with the intensifying of the world population aging situation, the pension issue continues to cause public debates. Endowment insurance system is one important part of our social welfare system, and it is closely related to each citizen’s self-interests. Therefore, it must have a great value on learning and researching. As one important component of endowment insurance system, endowment insurance of payment and deposit should be widely concerned, but the fact is opposite. By now, there’s no special legislation on the payment and deposit of endowment insurance system in our country. The Social Insurance Law and the Interim Regulation on the Collection and Payment of Social Insurance Premiums just only make some abecedarian provisions to those related problems, like payment subject, the proportion of payment, the base of payment and collection authorities. But in practice, there are many loopholes and nonscience in those provisions which is urgent to be regulated and consummated. In the research field of payment and deposit of endowment insurance system, only few monographs discuss the improvement of this system. Therefore, based on the present situation of our country and according to the current theory and successful experiences of western countries, this paper try to seek effective solutions of those weaknesses, so as to contribute to the development of our payment and deposit of endowment insurance system.This paper uses historical analysis, comparative analysis and literature research analysis methods to analyze and research the historical and current situations of payment and deposit of endowment insurance system, and puts forward the author’s reflections and suggestions. In addition to introduction and conclusion, the paper is divided into four parts to discuss and analyze.The first part introduces definitions of related concepts and summary of background. This part mainly defines some related concepts in this paper and makes a brief introduction of some background.The second part mentions investigations on the payment and deposit of endowment insurance system at home and abroad. Firstly, the paper introduces the current situations on payment and deposit of endowment insurance system of Germany and Britain for the reflection and enlightenment. In addition to mention the current situation of our country, this leads to the following content.The third section discusses the problems and their causes of our payment and deposit of endowment insurance system. It mainly discusses five aspects, including legal system, the specific designing of the system, the government collection, payment subject and management of endowment insurance fund, to find out weaknesses and their causes in this system.The forth part is about improvement of our payment and deposit of endowment insurance system. Based on the analysis on problems and their causes, and also combined with experiences of Germany and Britain, the author gives her own suggetions which including aspects of legislation, the government and the public.
