Primary language classroom teaching evaluation is an important part of the evaluation of language teaching, good classroom teaching evaluation will help to develop and implement language teaching objectives and teaching activities. In specific teaching activities, teachers organize teaching activities, students actively engaged in learning activities and teaching activities are effective, would require a targeted evaluation of classroom teaching to participate. With the progress of the times and society, now pupils desire for knowledge of the language, prompting the primary language teaching gradually changing, which naturally also required to be able to evaluate the language classroom times, not only to comply with the new form request language teaching, but also in line with today’s situation pupils psychological characteristics. So how in the "new curriculum" in practice, through effective classroom teaching evaluation to improve teaching quality, effective teaching to complete the goal, to achieve all-round development of students, it is very important.The paper is from this perspective thinking and research, drafting of classroom teaching evaluation by combing the concept and definition of community, put forward the basic principles and practices of classroom teaching evaluation. And theory with practice, the primary language in the classroom teaching evaluation standard reference, the actual situation of Chinese teaching evaluation Zhangzhou City area elementary school was investigated certain level. The study found that although located in Zhangzhou City, Fujian Province, the coastal areas, an economic level is relatively more developed cities, with good modern educational resources, a higher level of education primary language, but because of regional economic disparities, educational resources are not balanced, teacher education inconsistent levels, coupled with residents in different places on different concepts of education, lack of awareness of other reasons for compulsory education, compulsory education in Zhangzhou City, there are problems to some extent. This also led among primary school language teaching evaluation area, there is a big difference between the inter-school.In this paper, under the guidance of the new curriculum teaching philosophy, combined with the actual situation in Zhangzhou primary school language teaching, combing analysis Zhangzhou economically developed areas in eastern and western underdeveloped areas language teaching in primary evaluation of differences, but also to focus on primary and Zhangzhou between ordinary primary schools, in language teaching exhibit philosophy of education, education implementation, the existence of different teaching effectiveness, teaching characteristics and other aspects of the analysis, and proposed to solve the region between, the difference between the evaluation of the inter-school teaching practical implementation.
