For a long time,in China,management of higher school mainly adopts the "centralized". Grea tly limits the powers of the autonomy of the higher school.With the constant improvement of soci al economy and the rapid development of higher education, the previous management system no lo nger meet the needs of social development, is also not suitable for the development of rule of high er school and the intrinsic request, therefore, need to change the management mode of higher educat ion, higher school autonomy concept can arise.Especially after the reform and opening up, the auto nomy of higher education institutions in the higher education sector has attracted increasing interestand attention, has become one of the major problems of higher education reform.China’s relevant laws clearly defines the contents of the autonomy of higher education institutions, colleges and uni versities to establish a legal status, from a legal perspective to ensure the effective implementationof autonomous management of universities. So far, the issue of autonomy of higher education inst itutions from both theoretical research, study or practice have made some progress.However, compa red with the requirements of the current social and economic reform in higher education proposed by the country, there are many aspects of the autonomy of higher education institutions have not i mplemented, the higher school and did not reflect the autonomy and independence.Therefore, the aut hor of the autonomy of higher education institutions as a starting point and its in-depth study on t his issue in order to have a comprehensive understanding.In this paper,take part of local colleges and universities in henan province for example, firstly elaborated the basic theory of autonomous management of universities;Secondly, combining literature, interviews and questionnaires, to understand the status and reasons of autonomy of higher education institutions implemented;Finally, learn from the experience of western developed countries, combined with China’s specific national conditions, from the government environment, social environment, legal environment and colleges themselves four dimensions make effective recommendations.
