Nowadays, as the quality-oriented education have been extensively developed, better development for educational reform, school music education is receiving much more attention. School art education receiving much more attention by public. Since 2001, full-time compulsory education the Music curriculum standards (trial version) began trials in the field of basic education in the provinces and cities nationwide. Basic music education in China has made significant achievements. With the deepening reform of music education in schools, the continuous improvement of the system of music education, the effective implementation of the new music course standard, the music curriculum classes rising steadily, Music teaching facilities get gradually improve, music activities has become more and more colorful. These results make a significant contribution to our country music education development and that would be a solid foundation. Even though we get many achievement at time, we must also recognize that there is still many in adaptable problems shows on development of times of the foundation in our country music education development. In different districts there is different problems shows up, and all have unbalanced development situations. Particularly in township level primary and secondary schools, these schools still exists teacher resource shortages, inadequate teaching facilities, lack of funds, teaching methods are backward, single teaching content. In the new curriculum implementation still has so many problems. In these seriously problems, our country basic music education’s overall development has been hindered by these problems.Jingzhou is one of the five regional central city of Hubei Province, Jingzhou is one of the famous historical and cultural city in the first batch of twenty-four which State Department announced. The city was founded more than 2600 years history, it is the birthplace of Chu Culture and it the center of the Three Kingdoms Culture. Jingzhou is also know as the economic strip waist of The Yangtze River.Reform of basic education, music curriculum reform as the driving force, from the perspective of music education in primary and secondary schools, through a sample survey, on the person in charge of nine primary schools, music teachers, students and parents from Jingzhou District, Jingzhou city, for a two months of follow-up survey. By the investigation, as far as possible consider survey areas, it shows the typicality and representative classes and grades, try to make the results of the survey to the greatest extent as fair and accurate. Through this article has been using different kinds of survey research methods for investigated, which is combined literature method, interview method, questionnaire survey, sampling method, statistics and analysis, comparative research method.In this paper, the subject to the primary and secondary schools in Jingzhou District, through the questionnaire survey and theory the elementary school music teaching situation of the region. There is a total of five parts of. The first part discusses the topics to carry out the background and significance, and analysis of the success of the current topics. The main subject of combined questionnaire research literature, data sources, research status, research methods, research significance and interviews. The second part is to carry out a survey of the current situation, the nine elementary school music teaching in Jingzhou District. From this chapter, the author mainly in four areas, including school, music teachers, students and student’s parents. Concerning the degree of understanding of the music teaching, the use of teaching materials, teacher qualifications, teacher research, after the implementation of new curriculum standard leadership and teacher’s teaching ideas, classroom teaching situations, development of music extracurricular activities, students interested degrees and parents attitude for the students to learn music. The third part is summary of the music education existence problems through survey analysis. Mainly embodied in the education administrative department is not greatly enough, lack of teachers, simple music teaching methods and lacking extracurricular activities. The fourth part in the conclusion on the basis of their thoughts, promote to strengthen the teaching of music teachers, innovative music equipment, provide enriched music culture life. Finally, give a summary to full text, music education as a main way of quality education implementing aesthetic and quality education in schools, to the primary and secondary schools development is having inestimable effect.Music education is one of the main way about aesthetic education, from the national level, the fourth basic education will reform music education to the unprecedented importance. But due to the unbalanced economic development, national music education imbalance shows between coastal and inland, city and villages in many other aspects. This article through the Jingzhou primary and secondary school music education present situation investigation and in-depth analysis, to promote Jingzhou primary and secondary school music education developing steadily have certain practical significance and guiding significance for the education sector--it can provide some references for policy makers in the education departments when they make education and teaching regulations and policies. It can give some enlightenment to the implementation of new music curriculum criterion in our municipality. It has guiding role for music teachers to carry out education and teaching work better and to improve one’s quality and scientific ability. It is of practical significance to promote the steady development of music education in Jingzhou District.
