Vietnam’s Financiai Research Of Higher Education Investment

With the development of education internationalization, many countries in the world have positively participated in international communication and cooperation of education. Guangxi actively participates in international education cooperation, by using its natural geographical position in China-Asean Free Trade Area.In recent years, the cooperation of higher education between Vietnam and Guangxi has made many achievements. The number of Vietnamese students in Guangxi peaked in 2011, but the number has an obvious decline since then. The number in 2012 is 282 less than the number in 2011, and the number in 2014 is 1033 less than the number in 2010, decreasing by 40.7%. The decline of the number of Vietnamese students in Guangxi, to some degree, reflects the hidden problems in the situation of Vietnamese students’studies in Guangxi. This situation will deteriorate if these hidden problems are not being paid attention.This paper mainly analyzes Vietnam’s domestic financial investment in higher education, analyzes the change fits higher-education financial system after its unification and the characteristics of its current higher-education finance. Based on those analyses, this paper intends to analyze the current problems in Vietnam’s financial investment in higher-education: the financial investment in Vietnam’s higher-education increases by years, yet it is still insufficient compared to the expansion of the scale of Vietnam’s higher education; the team of teachers in higher-education has poor quality; the operating conditions of colleges and universities is relatively bad. At the same time, this thesis also analyzes Vietnam’s demand on higher education, pointing out that Vietnam’s financial investment in higher education is facing difficulties and cannot satisfy its people’s demands for higher education. With the rapid development of Vietnam’s economy, increase of incomes of Vietnamese people and the increase of the number of Vietnamese college age population, Vietnamese demands for higher education grow rapidly, which resulting in the conflict of shortage of Vietnam’s higher education. Receiving higher education abroad is a good option for Vietnamese students and has attracted more Vietnamese students to study in Guangxi and improved the cooperation in higher education between Vietnam and Guangxi.Since Guangxi is contiguous to Vietnam, many Vietnamese students are attracted by the current higher education resources in Guangxi and choose to study in Guangxi. Taking the fact that receiving higher-education are inadequate for Vietnamese students as an opportunity, Guangxi actively participates in the higher education cooperation with Vietnam. Therefore, this thesis analyzes the current situation of higher education cooperation between Vietnam and Guangxi, states Guangxi’s financial investment in the higher education cooperation with Vietnam, and points out the deficiency of the financial investment in higher education cooperation. Last but not least, this thesis puts forward some suggestions on dealing with the problems existed in the higher education cooperation.
