With the continuous development of China’s economic and social,as the mainbody and core of public service administration, government need to play well in themanagement. This paper studies the role of government in public educationadministration, with breakthrough point for the function of government in thedevelopment of Hong Kong public university. The development of Hong Kongpublic university, from the initial establishment of the Hong Kong University totoday’s eight public universities, through start, expansion and consolidate for threestages. The role of government has the following characteristics: based on theuniversity ordinance, use indirect management for development, improved efficiencythrough intermediary organization. According to law regulations, the Hong Konggovernment take internal supervises to the public universities. But the governmentdoes not intervene in public universities directly; implement indirect managementthrough education intermediary organizations such as the University GrantsCommittee. The role of government in the development of Hong Kong publicuniversity most directly reflected in appropriation and quality control. The HongKong government regulation public universities from the appropriation programsand appropriation model, the University Grants Committee complete the specificwork. The Hong Kong governments rely on the University Grants Committee, theQuality Assurance Council and Research Grants Council to monitor teaching andlearning quality of public university. We get some enlightenment from theexperience of Hong Kong, such as: definite the government role in the developmentof public university rationally, improves the legal system of public university,enhance the scientific of the government distribute funding for universities, improvethe level of quality monitoring of government for public universities.
