The Existing Problems And Countermeasures Of The Subsidizing System Of Poverty Students In Higher Vocational Colleges

In the early1990s, with the popularization of higher education and the reform of the charging system, problems of poor students in universities arise. The emergence of the social problems has caused the rapid attention of government, universities and community. In order to solve the problems of poor students in universities, the state enacted a series of poor student’s subsidy policy. So far, there has been formed so-called "five in one" system including award, aid, loan, work-study and free tuition. Perfect subsidy system for poor students basically can solve poverty students in school learning and life difficult.Vocational colleges as an important type of higher school, undertakes the responsibility of cultivating skilled talents for the economic society. Due to various reasons, compared with the ordinary colleges, impoverished students of vocational college show the characteristics of a deeper and more poverty group. Because of the particularity of poverty students in higher vocational colleges, the aid system for poor undergraduates current appeared many contradictions and problems in the work of operation fund of poor students in Vocational College, and severely restricted the realization of aid and education funding target.Therefore, the author teased out the existing research results at home and abroad systematically basing on the reading of the related massive references, starting from the concept of the research, introducing the present study, life, employment and psychological status of the impoverished students coming from higher vocational college, reviewing the five stages since the founding of the financing system for poor students in Higher Vocational colleges development course, and showing us the details of the current subsidization system of poverty stricken students in Higher Vocational Colleges. As a result of the thorough investigation and study, we obtained a series of relevant research data, by which, we analyzed the main problems existing in the present financial aid system for poor students in higher vocational colleges, and the roots of the problems from the sponsors, government, school, society. On the basis of introducing successful modes of the poverty student aids in the developed countries and using the successful experiences of other countries, combining with the characteristics of the poor students of higher vocational colleges, this paper put forward the feasible counter optimize measures which came from the five aspects:the sound mechanism for poor students identification, the building of the financial aid system taking the paid aid as the main body, the improvement of the current student loans mechanism, the extension of the funding sources, and the using of intensive type aid modes. Only in this way, can we make the poverty student aid system in higher vocational colleges get further improved, and thus solve the funding problems, and promote economic and social development.
