Along with social progress, economic development and the demand for education, the concept of education management has been clear and standardization. However, primary and secondary school teaching accident has been actively responded by school and society. Obviously, management strategies have a strong practical significance for teaching primary and secondary schools.The paper use the method of literature, summary of domestic and foreign scholars related research on the teaching accident form and management of teaching research, to understand the dynamic accident management of primary and secondary schools, which lays a theoretical foundation for the study of this topic; the use of interviews, survey of teaching accident management of10primary and secondary schools in one district of Changsha City, to understand the status quo of the teaching accident management of schools and common teaching accident type and its coping strategies.Research shows that, more attention is paid to the teaching accident management in primary and secondary schools, but the problems are still prominent, mainly displays in the process of teaching accident management,"the importance of major accidents accident but despise general teaching staff; the treatment of teaching accident,"heavier teaching staff and light administrative personnel"; the management of teaching accident,"heavier teachers participate and light social cooperation", heavier "punishment" and light "improvement" accident, heavier "management" and light "education" and so on. The main reason is that the teacher’s mistakes or negligence, the teaching management is not standard, the conditions of the "social environment" is not ideal. Therefore, in order to inhibit teaching accidents and avoid accidents teaching, we must strengthen the teacher dedication education, at the same time to build long-term mechanism of teaching accident management, and form the resultant force of school accident management ability.
