Study On The Optimization Of Linkage Mechanism Of Campus Safety Accidents In Primary And Secondary Schools

Campus safety has always been the focus of attention,especially the prevention of campus safety accidents.Campus safety accidents not only cause great damage to students,students' families and school reputation,but also have a very bad social impact on the public,leading to social unrest and instability of the people.As the capital city of Hunan Province,Changsha City has certain advantages in terms of resources and campus environment,but it can not completely realize the "zero occurrence" of campus safety accidents.At present,there are still loopholes in the prevention of campus safety accidents.Campus safety accidents need to be jointly prevented and controlled by all walks of life.Therefore,it is of great significance to further optimize the linkage mechanism of campus safety accident prevention.Under the guidance of stakeholder theory and collaborative governance theory,this paper puts forward a theoretical analysis framework of collaborative prevention of campus safety accidents,which is "multiple subjects-structural shaping-Multidimensional Interaction-linkage guarantee-Collaborative prevention".By using the methods of questionnaire and interview,this paper investigates the current situation of campus safety accident prevention and linkage in primary and secondary schools in Changsha City,and analyzes the problems and causes in the current linkage mechanism of campus safety prevention in primary and secondary schools.Combined with case analysis,it analyzes the process of collaborative governance of campus safety in Nanchang city of Jiangxi Province and Japan,from the aspects of multiple subjects,structure shaping,multi-dimensional interaction and linkage guarantee To elaborate on their success.On the basis of comparing the similarities and differences between the two cases,this paper draws on their beneficial experience,optimizes the current linkage mechanism,and puts forward countermeasures to improve the current linkage mechanism.The research finds the following conclusions:(1)the survey results show that there are some problems in the linkage mechanism of primary and secondary school safety accidents prevention in Changsha City: first,the linkage goal "light prevention and heavy aftermath";second,the interactive process of the linkage subject lacks effective communication;third,the guarantee mechanism for the operation of the linkage mechanism is lack of strength(2)the position and relationship of the stakeholders in the prevention of campus safety accidents are clarified,and the structural framework of linkage subject relationship is established with the government as the leading,the school as the main body,the family as the foundation,and the social organizations as the support;(3)by comparing the successful cases at home and abroad Based on the experience,this paper optimizes the prevention linkage mechanism of campus safety accidents in primary and secondary schools,and puts forward some targeted measures,such as mobilizing the participation enthusiasm of multiple linkage subjects,building a collaborative prevention linkage network structure,building an active interaction platform for the linkage subjects,and implementing the orderly operation guarantee mechanism of the linkage mechanism.
