The Research On Problems And Countermeasures In The Management Of University Student Business Incubators

At present, University Student Business Incubator has become the base for cultivate technology innovation and talents from university. However, the University Student Business Incubator in our country is still at an entry level, there inevitably exists some problems in management of the incubator. These problems have affected the development of University Student Business Incubator in our country. We need to concentrate on the management work particularly by experimental and theoretical exploration.This study studies on three different levels and types universities from Liaoning Province. The research is about current management situation by on-site survey and then acquires management documents. It includes the interview on 3 University Student Business Incubator responsible person and 12 students. Based on the incubator management principles, combined with the ministry of science and technology of incubator management files, the analysis of the current university incubator is given that it still exists the following problems: First, the decision-making system. Unreasonable organization structure, management department in liability is not clear; Monitoring system is not sound, regulations and rules for the file is not complete. Secondly,the implementation of system. To apply for project risk, it is lack of risk prevention mechanism; the weakness of management philosophy is not scientific, and with quality of service concept; Acceptance of the mechanism is not sound, a single project evaluation methods. Third, the support systems. Tutor management norms, lack of incentive evaluation mechanism; the fund management does not reach the designated position, management department in liability is not clear; Cultural construction defects, innovation atmosphere is strong enough.This study is using the system theory, total quality management theory and combining with the national ministry of science and technology management and incubator of the reality in colleges and universities, from the views of the reform of management system, perfect management mechanism, strengthen the three of total quality management countermeasure: First,reform the management system. Reform of the management pattern, realizes the town government and enterprise mode; Innovation organization structure, a town government and the market dual operation system; Improve the management system, strengthen the enforcement of regulations and rules for file. Second, improve the management mechanism. Improve the operational mechanism, implementation mechanism of marketization; Optimize the incentive mechanism, promoting interest subjects’ incubation; Perfect the restraint mechanism, and the main body of supervision. Third,strengthen the total quality management. Total quality management concept, adhere to quality as the center; Introduction of total quality management improves the management efficiency of the incubator.
