With the deepening of reform in primary education and the continual promotion of new curriculum, the era makes higher and higher demands for teachers. However, because of the long-standing influence of factors like backward ideas,the unbalanced development of society and economy and so on, there is always a serious shortage of qualified teachers working for countryside compulsory education in China, which makes the gap between urban and rural education get wider and wider. In 2006, the Government issued The Announcement about the Implementation of the Specially Contracted Teachers Plan for Countryside Compulsory Education (shorted for "SCTP"), under two pressure forces:the lack of qualified teachers at schools in the weastern out-of-the-way villages and college students’ low employment.Since 2009, the implementation of SCTP expands to state-designated poor counties in central and western regions, among which Lan Kao county in Henan province is included. With the implementation of PSP, PE special-hillock-teachers, with new knowledge and ideas, become the main force of physical education at countryside schools. This enriches the faculty of countryside physical education, and what’s more, eases college students’ employment pressure.From the carrying out of SCTP in 2009 to September in 2013, Lan kao has recruit 32 PE special-hillock-teachers. After reading amounts of literature, the author makes questionnaires on the current situation of PE special-hillock-teachers in Lan kao county, and analyzes the data by logic analysis and mathematical statistics. This paper presents the current situation and existing problems of these teachers’ current stuation in Lan kao, analyzes the influencing factors and tries to find out solutions to the problems, aiming at providing references for the development of these teachers’ teaching. This paper consists of five charpter:chapter one is the introduction which includes the purpose and the significance of the study; chapter two is about the Research status; chapter thyee is the research adopted by the author and data analysis; chapter four tries to five solutions to the existing problems by analyzing aspects,like the background,teaching and working conditions, daily life and interpersonal relationships and so on, of PE special-hillock-teachers; conclusions and suggestions are included in chapter five. The conclusions are as follows:1.There are less PE special-hillock-teachers in Lan Kao County Henan Province,compared with other major ones.2. The academic credentials of these teachers accord with the standard established by Educational Ministry.3. The workload of these teachers is heavy, making them can not conduct classes according to their teaching plans, which will affect the quality and efficiency of teaching. This will do harm to the professional development of countryside PE special-hillock-teachers.4. Although all the PE special-hillock-teachers know Sports and Health Curriculum Criterion, it is necessary for them to strengthen their master and understanding of the book.5. There are few chances for the PE special-hillock-teachers to get further education. The teachers have inadequate research. Both are detrimental to the improvement of their teaching level and innovation ability.6. Because of their hard working, the school leadership is content with the PE special-hillock-teachers, and most of the students enjoy attending their classes.7. It is necessary for the Government, society ect. to support and pay attention to the PE special-hillock-teachers, because of their poor social security, low welfare and salary.and to-be-enriched sparetime life.
