With the establishment of students’ central theme, the status of students in physical education learning evaluation highlights more. The Guidelines of Teaching Program for National College Physical Education Course stipulates the content and function of the college students’ physical education learning evaluation, and determines the important position of "student self-reported". The diversity and flexibility of physical forms in colleges and universities determine that their college students’ physical education learning evaluation should not be confined to the field of physical education curriculum, Instead, the development of students’ physical education learning self-assessment needs multidisciplinary theoretical knowledge combined with the inherent characteristics of college students themselves. The self assessment of college students’ physical education learning is both one of the important link to carry out the reform of college sports and the significant guarantee to promote the full development of high-quality talent.Using the method of literature, survey procedure, logic method and mathematic approach, based on the hierarchy of needs theory and The Guidelines of Teaching Program for National College Physical Education Course as the guiding ideology, and behaviorism learning theory and ecology of education as the theoretical base, this thesis firstly presents the physical education learning of college students and the content of physical education evaluation, then generalizes the content of college students’ physical education learning and finally completes the development of College Students’ Sports Learning Self-assessment Scale, in order to reflect students’understanding of physical education learning through their self-assessment of physical education learning and realize their own sports development.The results show that:(1) The purpose of self assessment of college students’ physical education learning is to embody students’ positive understanding of physical education learning through the evaluation of three factors, which are the influence factors in sports study, sports study participation factors and the physical education learning effect, thus to provide judgment standard for college students’ sports demand and their own development. (2) The self assessment of College students sports learning includes learning environment factors (natural environment, artificial environment and social environment), sports learning participation and sports learning effect (physical health, mental health and social adaptation). (3) The College Students’ Sports Learning Self-assessment Scale includes four aspects, a total of 15 items, including environmental factors level 4 questions (a8, a28, a33, a34), physical education learning participation level 4questions (a38, a39, a48, a53), and physical health level 3questions (a55, a56, a57),as well as mental health and social adaptation level 4 questions (a62, a64, a70, a71). (4) The internal consistency of The College Students’ Sports Learning Self-assessment Scale is 0.803, the reliability at every level is different, with 0.593, 0.613,0.655,0.613 respectively, and the internal consistency index conforms to the basic requirements. Retest reliability are 0.825,0.874,0.892,0.947,0.930. The analysis of demography of The College Students’ Sports Learning Self-assessment Scale shows that junior grade is at the lowest level, which has significant difference with the grade of freshman and senior; the self assessment score of Boys is higher than girls, and the difference is significant.
