Currently China is in the critical period of building itself a world sports power, with various forces like globalization, urbanization and marketization reshaping the forms and ideas of development of sports, and the rise of the ecology sports is one of the typical examples. As a vital part of the urban ecological civilization, the development of ecology sports, by means of raising the ecological awareness of participants in sports, tries to achieve the harmonious development of sports with environment, society and human beings, thus creating a sound situation where all these elements can co-exist and share common prosperity. Confronted with the problem of worsening urban ecology, Shanghai tries every means to mobilize the whole society to promote the building of urban ecological civilization, aiming at the building of a society that features ecological friendliness and environmental economy. It provides desirable conditions for developing ecology sports, and while promoting citizens to change their concept of sports, the idea of ecological civilization helps to cultivate a batch of ecology sports items that enjoy great popularity with citizens. Ranking among the most popular outdoor leisure sports, Bicycle leisure sports characterizes fitness, low carbon and alleviation of traffic congestion, and shows its unique function and value in the building of urban ecology sports. By means of its popularization, it is not only the governmental measure to promote the development of ecological economy, but also a strategy to build a nation of ecological civilization, and a permanent way for citizens to keep fit as well.Taking the current situation of bicycle leisure sports in Shanghai as the research object, this study employs various research methods such as literature review, questionnaire, interview, mathematical statistics and logical analysis to make interviews and investigations on it and therefore understands the status quo, problems and influencing factors of its organizations in Shanghai. And on the basis of taking into account the connotation, features and requirements of bicycle leisure sports in Shanghai, this study is to come up with the basic strategy to optimize this sport item from the perspective of ecology sports. This study reveals that currently in Shanghai the organizations of bicycle leisure sports mainly fall into four categories: commercial bicycle clubs, bicycle clubs of public welfare, unofficial organization of bicycling fans, and spontaneously-formed groups. While taking fitness and leisure as the guideline, these sports organizations have blended the element of ecology sports into their practices, but they differ in value orientation when it comes to the ecological sports function of bicycling. Moreover, the main problems existing in these organizations are: dual absence of institutional guarantee of legal system by the government and the road support, the vague self-identity of the bicycling association and its shortage of supervision, lack of standardization in building these organizations and inefficient awareness of bicycle leisure sports by its participants. And the influencing factors can be divided into four types; government orientation, supervision by association, management by social groups(or clubs), and individual conditions. Aiming at the major problems and influencing factors mentioned above, this study proposes the basic strategy to optimize the development of bicycle leisure sports in Shanghai: to make clear the policy orientation in developing ecology sports in order to guide the sound development of bicycle leisure sports; to define the functions of the association and strengthen the public service of ecology sports; to strengthen the self-disciplinary awareness of the clubs and to create the managing space for ecology sports; to enhance publicity and popularization and improve the self-consciousness of ecology sports by its participants.
