It not only put forward new requirements for the developmentof sports undertakings in China, but also to further clarifies thedirection of development of sports.Modernization is the development trend of the world. The basic directionof the development of modern sports is achieving sports modernization.The essence of stride forward from a major sports country to a world sportspower is the process of Chinese sports the full realization ofmodernization. From the point of the realization of the modernizationprocess, Areas take the lead to achieve the modernization is the commonlaw. It means some provinces and areas take the lead in development, thento achieve the sports modernization, after the accumulation of successfulexperience and then lead other cities and areas development.Shanghai is both a microcosm of China’s modernization, but also a pioneeron the process of modernization of China’s sports. Under the backgroundof construction of a world sports power, and in the process of constructionof modern international metropolis and accelerate in "Four Lead" inShanghai, how to seize the opportunities for development, to build strongsports city as the goal, take the lead to achieve the sports modernization,comprehensively improve the level of the sports development, quality,efficiency, connotation, space and motivation, how to seize theopportunities for development, to build strong sports city as the goaland take the lead to achieve the sports modernization, promotes thelevel,quality, efficiency, connotation, space and the power of the sportsdevelopment comprehensively is the important issue of innovative ideasand transformation and development of Shanghai sports. Conduct researchon the Shanghai sports modernization and form the relevant results notonly can play a role of influence, radiation and demonstration but alsoprovide reference for other cities construct sports modernization.In this paper, using the literature material method, interview method, Delphi method and mathematical statistics method, supported bymodernization theory and basis of sports modernization in Shanghai as theresearch object, under the background of construction of sports power inour country, make an in-depth and systematic study on the Shanghai SportsModernization, the results of the study said:i. Sports modernization is an important part of the organization of modernsociety, is to improve people’s lifestyle and quality of life for thepurpose, and point to future sports development goals of the dynamicdevelopment process. In building a moderately prosperous society andbuilding a sports power in the process of modernization of sportspeople should realize modernization, improve people’s happiness indexas the main target. In the process of building a moderately prosperoussociety and a world sports power, sports modernization should achievethe modernization of personality and improve people’s happiness indexas the main target.ii.Sports modernization is a comprehensive upgrade on level of development,quality, efficiency, connotation, space, and motivation of sports andthe development trend of modern sports. Construction of sports poweris the only way to modernize the sports; its essence is the processof promoting sports basis power in our country, building the corecompetitiveness then toward modernization.iii.Shanghai is the birthplace of modern sports in China, also is the highestcity in the degree of opening to the outside world and modernizationin our country. Shanghai’s geographical advantage, economicfoundation, the urban management experience, talent agglomerationadvantages and great sports basis laid the foundation for constructionof strong sports city and take the lead to achieve the modernization.iv.The main factors affecting the modernization of Shanghai bodies are: thedegree of public concern about sports is not high, the aging population,the lack of scientific evaluation system operational, sports publicservice system needs to be perfect, a serious shortage of reservesports talents, high-end sports industry lack of personnel, physicalculture needs to be optimized. v.Sports modernization is an important content of construction of moderninternational metropolis of Shanghai. Building indicator system isthe foundation of achieving sports modernization. Shanghai SportsModernization evaluation indexes is a integrated system composed of3sections (Physical security systems, sports practice systems andthe effectiveness of the system),10Level indicators (Sports concept，Management and guarantee system，mass sports, competitive sports,amateur training，the sports industry, sports science, sports culture，International Exchange， social evaluation) and43secondaryindicators.vi.By constructing strong sports city and then fully realize the sportsmodernization is powerful measures to promote economic and social ofShanghai coordinated development and strengthen urban comprehensivecompetitiveness, is also the effective ways to construct a harmonioussociety and increase the happiness index.
