Under the background of building a learning society and advocating the concept of lifelong learning, along with the development of mobile communication technology, the widespread popularity and fast update iteration, People’s lifestyles and learning styles have changed dramatically,mobile learning gradually gets on the stage of education, its portable mobile terminals, flexible learning autonomous, brings learners a new learning experience, and it will have a broad application prospects. Mobile learning resources is the foundation to carry out the mobile learning, so,it’s difficult to meet the real needs of mobile learners and therefore how to develop an effective, high-quality and suitable mobile learning resources for learners is of great significance to the development and popularization of mobile learning.Customer Value Theory is from the perspective of customer’s needs, aiming to improve the customer’s satisfaction and loyalty while maximizing their competitiveness and value. Duiring the course of mobile education, the learner is not only the object that education oriented, but also the customer who enjoys the education services. So in this paper, the author refer the customer value theory to the design of mobile learning resources, learner-centered, designed and developed the mobile learning resources that meets the needs of learners. In combing the relevant literature, the author sorted out the meaning of customer value of mobile learning firstly, and then questionnaires were designed to analysis the current situation of mobile learning learners, their preferences and demands for mobile resources, and attitude to the mobile learning.Then built the customer value model of mobile learning that includes three levels of mobile learning goals, mobile learning results of the product,attributes of mobile learning. On this basis, proposed design principles of the resource based on the products and services. Finally, designed and developed the resource model based on customer value from the four modules includes pre-analysis, resource design, development and integration,testing and evaluation and feedback,and used the Object-c language to design the mobile resources case. Practice shows that mobile learning resource products based on customer value met the mobile learners effectively.
