With the fast development of information technology, mobile communicationtechnology, the diversification and popularization of mobile terminals, mobilelearning, as a new model of learning, begins to arise the concern of people. Anincreasing number of people expect necessary learning anywhere by taking mobileterminals with them. Mobile learning can effectively solve the problem of time andspace. It can fully utilize the time fragments so as to raise the efficiency, and be aneffective addition to online learning.The base of mobile learning is the abundant and effective resources, which isvirtually based on these resources. Therefore, the resources are the guarantee ofeffective mobile learning. The quality of them has to power to determine the result.However, current researches on mobile learning are still mainly on the theory base,but the number of the design and development of resources is still small. The problemon the design and development of resources lies mainly in universities, which can bethe major part of mobile learning. On one hand, universities designed and developedenormous digital learning resources, mainly on PCs, but not available on mobileterminals. On the other hand, the development still does not have a unique standardand mode, which cause the impossibility to integrate the resources or to process themin a unique platform. Therefore, the essay aims to discuss how to design and developdigital learning resources that are suitable for mobile terminals, and how to constructa unique standard and development mode, in order to form an effective shared systemof mobile learning resources and to ensure the quality of them, and finally to promotethe development of mobile learning.This essay analyzes the definition, features, supporting theories and technology,and examines the current researches both domestic and abroad, on whose base itproposed the necessity of the standardization of regulation of the resources, thedesigning principles, norms, standards, and models of resource info rmation anddesigning process, and the development mode of them. The essay also counts and analyzes the end-user habits and development tools of mobile learning resources, andoffers supports for the development of them in accordance with the result. Finally, itproposed, through the analysis of the shared mechanism and mode of mobile learningresources, the shared mechanism of the resources in universities, and the measures todeal with the potential problems.
