Research On Network Culture Construction Of High Education From The Perspective Of Party Building

With the proliferation of the Internet and the development of technology, the network has become an important part in daily life and study process for college students, which not only brings the revolution in ways of university culture propagation, but also changes the modes of living and thinking among college students. The report at the 18 th CPC National Congress pointed out the need to strengthen and improve the construction of web content, to utter the main theme online, to enhance the network management, and to promote the orderly operation on network according to laws and regulations, thereby enriching the cultural life of the people. In May 2011, the National Internet Information Office was established with the approval of the State Council; on February 27, 2014, Office of the Central Leading Group for Cyberspace Affairs was set up. Xi Jinping pointed out that the censorship on online media is a long-term mission, we should innovate and improve the online publicity, utilizing the regular pattern of network propagation, promote the main theme, inspire positive energy, cultivate and practice the core socialist values, take a good grasp of the Internet with the regard to time, degree and effect, finally refresh the cyberspace.Under such circumstance, research on network culture construction has become an essential part of higher education as well as party building in high education institutions. According to the requirement to build Marxism learning party, the the party organization should adapt to changes in the world trend while keep studying, strive to master the laws and characteristics of cyber culture development, and improve the party’s theoretical knowledge, being in the forefront of the times.Adopting the literature research method, this paper inducts the related concepts in university network culture, briefly introduces the formation and development of this issue, as well as its educational function, further analyses the opportunities and challenges brought to party building in universities. Party building in high education institutes should adapt to the era’s calling in terms of ideology and organization construction, update the idea of party building work, take advantage of the new platform, create new working methods, building work with the help of the network culture environment. Communist Party of China is the leading cause of socialism with Chinese characteristics; colleges and universities should play a leading role in university network culture construction with the insistence on socialist core value system, consolidate the party leadership over cultural construction of university networks, adhere to people-centered scientific development concept. On this basis, a harmonious university network culture can be achieved with the perfection of university network management mechanism, the formation of a professional ideological-educated team, the enrichment of web content in universities, the emphasis of public opinion guiding online, the management of network security and of college students’ network behavior capacity.The innovative point of this paper lies in that it make a research on the web culture construction in colleges and universities from the perspective of party building. With the development of web culture in the institution, the culture construction of network has brought both opportunities and challenges to party building in university. By analyzing the plight of the university network culture construction, this paper gives the countermeasure from the eyes of party building in high education institutions.
