| In China,along with the comprehensive development of both material civilization and spiritual civilization,pre-school education has received more and more attention from both family and society.Pre-school education, as a foundation of basic education, a footstone of the life-long education and an indispensable part of national education, is increasingly influencing and controlling the sound and well-organized development of the entire educational system in China.In order to prove that the government plays an important role and exerts great function in the development of pre-schoool education, this paper has done a research and analysis through various ways such as empirical investigation, document analysis and expert interviews on the development of pre-school education in Yinzhou District, Ningbo, which is one of the developed areas in this field.After analyzing the problems in the way of development and absorbing the advanced experience of this district’s pre-school education so as to work out certain resolutions, this paper insists that the study conclusion is relevantly meaningful to the long-term development of preschool education in Yinzhou District and even this kind of educational careers in other areas throughout the whole country.The first part of this paper is an introduction, which can be divided into three aspects. Firstly, it aims to elaborate the background and significance of the issue on this study. Secondly, it emphasizes the general statement of related study on this theory from both domestic and overseas areas. Thirdly, it illustrates the research thinking, method and content on this paper systematically.The second part of the paper is mainly introducing the basic conception and relevant theoretical definition.It also analyzes the necessity of a government dominated pre-school education formation. First of all, it defines the conception of pre-school education and government dominance. Then, it makes a brief introduction of the attitude from relative theories such as public product and the market operation failure in order to support the essentiality of government dominance. At last, it makes an analysis about the role transition of government in the development of pre-school education and the advantages of government dominance to demonstrate the necessity of a system of government-dominated pre-school education.The third part of the paper is an introduction of the practical exploration of a government dominated pre-school education development in Yinzhou District. On the one hand, it makes a review about the development course and current situation of the pre-school education in Yinzhou District. On the other hand, it analyses the experience of the pre-school education development driven by the Yinzhou District Government. Finally, it summarizes the primary fruit of a government dominated pre-school education development in Yinzhou District.The fourth part of the paper truly highlights the coming challenges,strategies and the way of development of pre-school education in Yinzhou District. It mainly summarizes the urgent bottlenecks,strategies and future development of a government dominated pre-school education in the Yinzhou District.This paper states that the development of pre-school education must be based on the government’s support for the core and be participated in by both families and the whole society. With certain condition permitting, the service range of pre-school education shall be extended from 3-6 year-old kids narrowly to 0-6years-old ones broadly and gradually realizes a free education system. This paper was a major contributor to the certain reference to the direction of the whole country’s pre-school education development route by the research and analysis of the current development conditions of pre-school education in Yinzhou District, Ningbo. |
