Study On Management Mechanism Of Specialty Setting In Colleges And Universities

Higher education in terms of its essence is professional education based on a certain general education, and specialized subject acts as an important link connecting the university talent training and the demand for talent in society. Therefore, the specialty settings(including specialty establishment, alteration and remove) management is an important part of the higher education management. The establishment of the mechanism regulated by government, guided by market and autonomous management of universities is the fundamental guarantee to realize the objectives of the reform of higher education management system. The specialty setting management mechanism is a complex concept which involves in many aspects and elements. This study focused on the process, methods and power limits of the effect of college, government and market playing in the specialty setting management activities.We defined the basic concepts involved in the paper firstly, and summarized the theoretical foundation of the research. Secondly, from the angle of history, we combed the specialty setting management mechanism’s history, basic characteristics and trends in China. Then we analyzed the problems and causes in different historical stages. The role of government was dominance and the specialty setting management mechanism was rigid in the period of planned economy, the reason was that the think of depending on the management of government was ingrained. The awareness of service and role of market and university was lack. The specialty setting management mechanism show a partial failure during the period of transition, because that the government was equally difficult to go on or retreat in the process from the function of management to the function of governance, and the autonomy of specialties setting of colleges was misused. The role of market highlighted in the specialties setting management mechanism in the period of market economy, and the government’s macro management function did not play a proper role, because of the excessive government decentralization and the lack of self-specialty mechanism in colleges and universities. America, Japan and other foreign specialty settings management mechanism of evolution status and success measures were investigated. Finally, some specific measures to optimize China’s specialty setting management mechanism were improved from three levels, improving the government macro management function, playing the role of the market and strengthening the function of colleges and universities on the basis of summing up the experience of our country and draw lessons from foreign experience.
