As an important combination of the first productive force and resource of talents, higher education has played a very important role in national development. China currently has more than 2,700 colleges and universities with more than 30 million students. The gross enrollment rate is 26.9 percent, ranking first in the world. With over 100 years, higher education in China keeps up with the West which has a history for hundreds of years and the results attract the world’s attention. But with the rapid expansion of higher education in the development and popularization of colleges and universities, the number of graduates increases and the employment problems emerge every year. So whether the specialty settings in universities adjust to the needs of society or not is a main problem for the reform of higher education and also an important way to solve the difficult employment problems. Therefore social needs should be incorporated into an early warning mechanism of specialty setting. In order to form the adjustment of professional structure of higher education driven by social demand and to promote healthy social and economic development, we should discover in time the graduates’ employment rate fluctuation and development state in the various predictable social factors.The thesis analyses the employment and social needs oriented specialty setting in colleges and universities. Through the accumulation of domestic and foreign literature and ten-year work experience, the author analyzes the necessity to establish an early warning mechanism for specialty setting from employment and social point of view. If these theories are applied to the early warning system of the specialty setting in Liaoning colleges and universities, the decisions made by the education authorities will be based on the results of the early warning system.The first chapter points out the background, the purpose, the meaning, the domestic and international research, the innovations and the thinking and methods of the research.The second chapter introduces the theoretical concepts and the relationship of employment and social needs, the reform of higher education, the development of institutions, graduate employment, structure of specialty setting and theories and policies.The third chapter demonstrates current situation of early warning system of specialty setting in Liaoning and the analysis of the problems.The fourth chapter describes the frame models and indicators of early warning system.The fifth chapter penetrates into the framework, the objectives, functional design and workflow of the system.Finally, the thesis summarizes the employment and social needs oriented specialty setting should focus on the needs of society and constantly adjust personnel training programs and models to ensure the high-quality employment of graduates, to ensure a steady stream of high-quality personnel for the industry and reflect the core values of higher education to serve the society.
