With the advent of the popularization age of higher education, Institutions of Higher Learning in our country to the rising number of female college students in school, learning conception problem about female university students in Colleges and Universities has become increasingly prominent. Entering the 21 st century, set up the correct view of learning conception is not only the inevitable requirement in the new century construction "learning" society, but also an important part of teaching reform and the inevitable requirement for the education development of colleges and universities, then, has an important guiding role on the inevitable path to cultivate qualified socialist successors and strengthen college students’ innovation ability. Facing the construction two strategic of the central zone and Zhengzhou Aviation Comprehensive Economic Experimental Zone, for science and engineering professional proposed the severe challenge to locate in the hinterland of the Central Plains, especially for female talent cultivation put forward new requirements. Therefore, research on science and engineering professional female students’ learning concept is particularly urgent.Academic research on female college students learning concept is not system, especially the regional research needs to be deepened. This article is based on science and engineering professional as the breakthrough point, combined with the survey data, elaborates core concept and basic characteristics of learning conception of female college students in the perspective of ideological and political education an example of Henan University, reveals the present situation and reason analysis of science and engineering professional female college students’ learning concept, to discuss the practice path of science and engineering professional female college students’ learning concept, for " the rise of central China" and realize "Central Plains Dream" female talent support.Thesis research thinks, learning conception of science and engineering professional female college students’ both the commonness of female college students in common colleges and universities, and more Henan regional characteristics of female college students, highlighting the distinctive characteristics of dignified Central Plains Culture and Development of Higher Education. Due to the influence of regional culture and economic development level, the learning conception problem is more complex of science and engineering professional female college students, the status quo is not optimistic and the influencing factors is more complex, so, require to construction full participation learning concept cultivation mechanism from society, school, family and psychological aspects, to achieve the strategic goals of the Central Plains Economic Zone construction and provide strong female talent support of Henan people pursuit "Central Plains Dream".
