At present, many technical secondary schools have been built and applied to the web-based teaching platform. However, most teaching platforms just present related teaching resources to the students and could not aim at different students’ need to intelligently adjust the content or recommend learning strategy. Therefore, it is of great significance to put data mining into the design of web-based teaching platform. Especially to technical secondary schools, the application of web-based teaching platform could promote the availability of teaching resources, cultivate the students’ capability of self-independent innovation, and help the school to cultivate application-oriented talent.This essay analyzes the present research situation and problems existing in the web-based teaching platform home and abroad. Through the questionnaire survey to know the location of the school network autonomous learning status and demand, combined with the learning theory of constructivism, autonomous learning theory, and personalized learning theory, determined the basic functions to be realized by the platform based on Personalized Learning. During the construction of the platform, the essay analyzed web-based teaching with multiple data mining technology, specially studied the application of classification rules and association rules of data mining in the construction of the platform, and applied ID3 arithmetic of decision tree and Apriori arithmetic of frequent mining item set in association rules to grade the students according to their registration information and their choice of knowledge point’s difficulty degree and recommend them learning content. Teaching evaluation and access statistics were also added to the platform. By statistics analyzing, the students’ opinion and evaluation and access to each subject will be deeply excavated to continuously develop the design of the platform environment and the subject teaching content, so the teaching quality and learning effect could be promoted.
