Human resource is the first resource, and it is also the most active factor in the innovation activities. To break through technology bottleneck, improving the level of scientific research and the international competitiveness in a relatively short time, countries will place priority on the development of talent resources, take active measures to attract overseas talent, and strengthen our country’s talent team. Under this kind of international situation, countries announced the implementation of the overseas high-level talents scheme-- "The Recruitment Program of Global Experts" in 2008, "985" Universities has become a place that high-level talents intensive for the key disciplines and laboratories platform. "The Recruitment Program of Global Experts" is a national strategic plan with unprecedented intensity and influence. The country attaches great importance to this plan, and also gives it higher social responsibility and mission at the same time. Therefore, investigate the implementation of the plan and find the problem has important referential significance to the "985" University overseas talent introduction, the construction of world-class universities and follow-up implementation of national.This paper selected 100 scholars in the first five batches of "The Recruitment Program of Global Experts" in the "985" University as the research object, using related databases and research models, and analyzing academic development of overseas talent in the local. In addition, through the in-depth analysis of academic development, this paper will not only show the academic development characteristics, and reveal the achievements and problems, but also put suggestions combined with public opinion. Research shows that: the academic development of "The Recruitment Program of Global Experts" selected has the obvious characteristics, strong academic productivity and influence, relatively stable scientific research ability, the solid foundation of knowledge. Moreover, the plan has been implemented with remarkable results entirely, the scholars can effectively respond to the major social problems and play a great role in promoting the discipline construction and team construction. However, it also exists some problems such as a differentiation of academic development level between the disciplines and scholars, and after returning, some scholars have obvious academic burnout phenomenon. Based on this and consider the public opinion, "The Recruitment Program of Global Experts" of the "985" Universities should foster strengths and circumvent weaknesses, upholding the concept of information disclosure, strictly control the entry, reasonable evaluation, optimize the environment, strengthen the echelon construction etc. Gradually improve the "The Recruitment Program of Global Experts" implementation, make the professionals attracted into, retain and developing.
