The recruitment of the overseas high-level experts is an urgent need to face the international competition and challenge in the new period.It is the necessary requirement to promote social development,scientific and technological progress.It is the key measure to practice the concept of national science and education to invigorate the country and the concept of talent power.It is the internal requirement of deepening the reform of higher education and development of higher education.Also,it is the driven of building the world-class university and the world-class discipline.The high-level experts are leading the trend of the development of science and technology in the world.It is the mainstay of the faculty of colleges and universities.As the practitioner of the educational goal and the persevering of the concept of the University,the overseas high-level experts undertake the multiple tasks,such as serving the society,scientific research and cultivating talents.This paper is based on the perspective of policy texts,adopts the literature research method,text analysis method and comparative study method,then the paper analyzes the policy texts with the instruction target,the introduction structure,the introduction mode,the introduction procedure and the introduction guarantee mechanism,and probes into the policy texts of the recruitment of overseas high-level experts in China.The paper explores the common features and shortcomings of the policy texts.Hoping the paper can provide references for further improvement and innovation of the policy of recruiting overseas high-level experts.The paper is divided into five parts: the first part is the introduction,which mainly explains the background,significance,research methods,difficulties and innovation of the research,and systematically investigates the research status of the overseas high-level experts recruitment work in the world,and defines the basicconcepts.The second part mainly summarizes the implementation background,evolution process and implementation results of the policy of recruiting overseas high-level experts in China.The third part,starting with the policy texts,expounds the common characteristics of the policy of recruiting overseas high-level experts in China: the target is based on the national demand,the age structure is optimized and complementation,combining the length and the way of introducing talents,the system of introduction and appointment is standardized.The fourth part,guided by the problem research,analyzes the shortcomings of the policy of recruiting overseas high-level experts in China:the overlapping of the target,the imbalance of the talent structure,the introduction of the individual,the lack of supervision of the procedure and the weakness of the guarantee mechanism.The fifth part provides some pertinent suggestions for the improvement of the policy of recruiting overseas high-level experts in China : strengthening the goal integration,realizing the precise introduction,strengthening the team introduction,attaching supervision of the procedure and optimizing the guarantee mechanism.
