According to the 19th CPC National Congress's reports,The economic development has stepped into a new era with Chinese characteristics.As we embark on a new journey,we need more high-level talents for our country to enter the economic power.However,there are still some development gaps between the Mainland and overseas.As the main part of our country,the development of the Mainland can not be separated from the support of the three places in Hong Kong,Maucao and Taiwan.With the development of the global economic strategy,Talent has also become an important force in promoting the economic development of our continent.With the step-by-step implementation of the introduction of intellectual work in Mainland China,the work of its personnel has been enriched.In order to point out the key points of talent introduction and make a scientific and reasonable prediction of the demand of overseas high-level talents,it has important Significance to the construction of the talent pool in mainland China.Based on the current environment in mainland China and the development strategy we have formulated,this study chooses high-level talent from outside the mainland?high-level talent from Hong Kong,Maucao and overseas high-level talents?as the research object,and based on the definition of the concept of high-level overseas talent Combining with the theory of talent development,this paper summarizes the current domestic and international practical research on talent demand forecasting.Based on the available data structure,this paper analyzes the advantages and disadvantages of forecasting methods,and finally selects the gray forecasting theory and the trend extrapolation method.According to the quantity and structure of overseas high-level talents introduced in mainland China during 2008-2015,we forecast the total demand of high-level talent from within and outside China in the coming five years and make a corresponding forecast on the forecast of talent demand at all levels.There is a certain gap between the existing stocks of overseas high-level talent and the total number of overseas high-level talents required.In order to meet the demand of overseas high-level talents in mainland China,we put forward suggestions on the introduction of China's overseas high-level talents at two major levels:the talent team construction mechanism and the supporting guarantee measures.The talent team construction mechanism focuses on the top level of overseas high-level talents Design mechanism,the introduction and gathering mechanism of overseas high-level talents,the training mechanism of overseas high-level talents and the using mechanism of overseas high-level talents.Corresponding supporting security measures are focused on the four aspects of policies,platforms,resources and the environment.With a view to providing effective countermeasures and suggestions for high-level talent recruitment outside the mainland of China,a steady flow of high-quality talent for the development of the mainland will be met and the demand for qualified personnel for the future development of the mainland will be met.
