Nowadays, our country’s higher education has entered a stage of mass education, more and more students from ordinary even from poor families walk into the campus. Charging system becomes the inevitable requirement of developing higher education in our country, "payment" becomes a problem that college students have to face. However, "payment difficulty" has become an inevitable problem in higher education because of the imbalance of economic development in different reigns and the poverty of some families. The ministry of Education discovered in a survey that 26% of the higher education students are from poor families and even 13% of students are very poor. In order to guarantee the rights of each student to be educated, the whole society should pay more attention to those students from poor families and give them help. 《Chinese Educational Reform and Development Outline》 points out clearly that the nation, enterprise and public institutions, social organizations and schools all can provide scholarship to those undergraduates with good behaviors and high marks and to those students who are willing to study in special majors emphasized by the nation. Conditions should be created to encourage and support poor students to all kinds of financial aid activities. Tuition cutting and student loan can be provided to those students who are definitely from poor families. Every school needs to establish the working system of financial aid to poor students and solve the problems of poor family students by the measures of reward, scholar, loan, allowance and free of charge.Although the history of financial aid policy is very long in our country and comparatively thorough working system of financial aid has been established, some new problems come out in the rapid development of higher vocational education development in recent years in our country. There is still a large gap between higher vocational colleges and universities in school time, social recognition, the recruitment of students enrollment, finance, social donation, policy support and so on. Compared with undergraduate course colleges and universities, the problems of poor students in higher vocational colleges are more difficult. Higher vocational college student work need to make in-depth exploration in the light of the characteristics of vocational education in poor students recognition, effectively financing, precise funding and all aspects of educating people.This study makes a in-depth research through literature analysis and policy research and inductive deductive research methods, according to existing recognition and fund system for poor students in higher vocational colleges. Meanwhile, it reviews the student work in Heze Domestic Vocational College, summarizes the general problems of financial assistance in regular institutions of higher learning, the special questions of financial aid in higher vocational colleges and put forward solutions. Thus this study has strong theoretical value and practical significance.There are six chapters in this study. First, it introduces research background, research significance and innovative points of student aid policies. Second, the conception of financial aid to students and those theories are presented in Chapter Ⅱ. Third, it analyzes the main form of financial aid and discuss the solutions to these problems in view of the domestic issues. Fourth, the practice of financial aid to poor students in Heze Higher Vocational College and their basic experience form practice are described. Fifth, some main practice of financial aid to poor students in foreign countries are introduced and make a discussion about the inspiration from those practice and their experience. Sixth, some countermeasure thinking are produced in this part to help perfect the work of financial aid to poor students in higher vocational colleges.
