Since private colleges and universities have become an important force in China’s higher education with the development of reform and opening up,the scale of private college students has been expanding under the vigorous development of higher education.Compared with public institutions of higher learning,private institutions of higher learning have higher tuition fees due to their self-financing.In addition,the cost of living causes the number of students from poor families in private colleges and universities to increase year by year.University financial aid work has become gradually important in the work of university students.Whether higher education can carry on reform and development is closely related to the construction of financial aid system for college students with financial difficulties.In the face of this situation,the government’s financial aid to students from poor families has been increasing with the wider scope of financial aid,the standard of financial aid has been constantly improved with the diversified financial aid channels.Every year,the National Financial Aid Management Center will release documents to guide the financial aid work for students in need.As private colleges and universities,how to better implement the state’s subsidy policy to complete the difficulties of students from poor families for schooling and become talented has become a vital topic for many scholars.P College is a representative private college in the province with a long history and 20,000 students.This paper takes P College,a representative private university,as the research object,and starts from the actual problems in the implementation of financial aid policies for students from poor families,so as to discuss the problems existing in the implementation of financial aid policies for students from poor families in P College.It explores the scientific identification standards of students from poor families in private colleges,improves the identification mechanism of students from poor families,standardizes the organization and management of identification.This paper takes the combination of theory and practice as the basis of research to establish the financial difficulties of private colleges and universities students,so as to obtain financial aid qualification standards and optimize the implementation of financial aid policy as the final research purpose,which is of vital significance to ensure the efficiency and fairness of the state funding policy.In the process of research,the author firstly reviews relevant domestic and foreign research literature,sorts out the identification standards and policy formulation of students with difficulties,summarizes the mature methods of financial assistance for students with difficulties at home and abroad,so as to make basic preparations for the follow-up research.Second,it designs a questionnaire to conduct a sample survey of nearly 1,000 recipients of financial difficulties of P College.It concludes the problems existing in the implementation of funding policies of P College and explores the causes of the problems through data analysis.Thirdly,it interviews students from poor families and some faculty members involved in the financial support work of P College.After sorting out the interview content,it refers to scholars’ research and relevant policy documents on the identification of students from poor families,then comprehensively considers that the evaluation indicators for students from poor families are determined to be both quantitative and qualitative indicators,that is,to consider both rigid needs and flexible needs of students.Fourthly,it uses analytic hierarchy process to calculate the weight of each indicator,and assigns points to each indicator to determine the identification level.Since the determination of indicators can make the identification of students from poor families in P College more scientific and reasonable.Finally,with the help of Smith’s policy implementation theory,it optimizes the implementation of funding policies on P College from the aspects of policy perfection,promotion on implementation strength,guidance on target groups and creation on policy implementation environment,so as to maximize the value of policies to help students from poor families with further progression.After studying the financial aid policies implemented by P College for students with financial difficulties,this paper finds that P College lacks accurate identification standards with the ineffective policy implementation department and weak policy implementation environment,so as to construct a identification indicator system combining quantitative and qualitative measures.From the perspective of public management,it gives the optimal policy implementation countermeasures to ensure the effective development of financial assistance to students from poor families by scientific and reasonable means.It provides practical guidance for private colleges and universities in the same area.Meanwhile,it also makes contributions to targeted poverty alleviation in colleges and universities.Although the author puts forward perfect and innovative views and personal opinions on the implementation of financial aid for students with difficulties,it also has deficiencies in research and needs to be further improved in the subsequent learning process: Firstly,although this paper constructs a quantitative and qualitative identification index system based on the practical problems of the representative P College in the research process,it is a complicated work to identify the standards of students from poor families,and it has limitations to establish an indicator system unilaterally for other schools to learn from.Therefore,in the future research process,the nation,the government,the society and the family should cooperate to improve the indicators,then use blockchain and big data technology to further achieve accurate identification.Secondly,as for non-material financial aid for students from poor families,although it points out that at present,the financial aid to students from poor families stays in the material level and lacks non-material aid.The government subsidizes students from poor families,which reflects the fairness of education and makes contributions to the nation for cultivating outstanding and ambitious young people.However,in view of the current reality,the financial aid of P College and other colleges is mainly economic assistance,while the poor cultivation of students’ gratitude consciousness and guidance of positive values leads to the loss of the deep meaning of the state’s financial aid.The author thinks that the innovation of financial aid mode should be the combination of economic aid and spiritual poverty alleviation,so as to improve the effect of financial aid and education.However,there is no clear guidance from the perspective of public management policy at present.Therefore,future research can further explore how to provide financial assistance to students in terms of spirit and ability on the basis of material assistance,so as to get rid of family economic difficulties.
