School art education is an essential part of school education. It is not only the foundation of national education, but also one of the most effective ways to improve the basic quality of the people. At the same time, it shoulders the important task of cultivating students’ sentiment and improving their aesthetic ability. However, primary art is the foundation and starting point of aesthetic study, which is the key period of the formation of the appreciation ability and aesthetic ability, but also the important stage to promote the development of human itself, so the primary school art education should not be ignored.However, in recent years, Chengde primary school art performance and aesthetic standards are showing a gradual downward trend, these are caused by the educators and the relevant scholars in Chengde’s concern and concern. In the previous survey has been found in Chengde City pupils not only every day to face heavy academic pressure, but also to deal with today’s fast-paced lifestyle. Undoubtedly, these to them produced great negative impact, make them in the sense of neglect studying art, ideologically relaxed the pursuit of "beauty". From the general law of the development of human body and mind, the lack of aesthetic knowledge will inevitably lead to the defects of the comprehensive quality. Therefore, it is necessary to strengthen the research and excavation of art education in primary schools, because they have a very important significance for the physical and mental health of young people.Therefore, this article mainly through the literature data method, logical analysis, field survey, questionnaire survey, interview method and other research methods to obtain the corresponding data, and then through the mathematical statistics to analyze the relevant information. Based on the current situation of Chengde primary school art teaching, this paper analyzes the problems encountered in the teaching practice of art education in primary schools in Chengde City, and puts forward some countermeasures to the problems. This paper tries to explore a new way to develop the teaching of art education in primary schools in Chengde.The research content of this paper mainly includes the following parts:First, Chengde city primary school art teaching present analysis. This part further studies the present situation of the art curriculum design, the present situation of the curriculum development, the evaluation of the art of primary school and the means of teaching in the primary school of Chengde. In the curriculum design, the main basis for the curriculum design of primary school art teachers in Chengde city was studied. The present situation of the curriculum development of primary school students in Chengde City, the number of students in each week, the content, the different grade, different gender of students in art classes like to take part in the art activities and art classes are occupied by statistics and analysis. In the survey found that the level of education of primary school art teachers in Chengde is generally high, mostly concentrated in the undergraduate. But primary school art teachers to pay compensation for the actual consumption level of Chengde city and the average per capita income, the relatively low. And art because it is not a college entrance examination subjects, teachers rarely get teaching results, so the primary school art teachers in Chengde, the title of teachers in other disciplines is relatively low.
