With the upsurge of global network, network technology is increasingly being applied to all fields of society widely and deeply. Because of the different systems, the universities have basically realized the digital network while the application of network technology is still very backward in primary and middle school. Since teaching is the central task in school and the examination is a major part in teaching activities evaluation, studying teaching methods by managing examination results is an important means to improve teaching quality and efficiency.Majority of performance management in primary and middle school rely on man power, which is not only inefficient, troublesome and unreliable, but also inconvenient to operate. In developed areas, some school have been using network to supervise students performance, however, lacking of completed online system of score management leads to the quality of each school’s management vary greatly. Overall, a website developed to meet the needs of school is urgently needed, which combined education administrators, teachers and students. By using the Role-Based Access Control model, it will solve the permissions problems in educational management, facilitate both system expansion and maintenance, and improve system security in the meantime.Firstly, through analyzing the research background of RBAC model and summarizing the present study of domestic student performance management system in primary and middle school, this paper concluded the research necessity and orientation. Secondly, it demonstrates the feasibility of the research from the perspective of both theory and technology. Thirdly, it makes a system demand analysis by investigating the educational administrators and head-teachers, then puts forward a preliminary design principles and strategies. Finally it finished the design and realization of the system on the basis of adjusting the solution constantly.The system mainly includes the following seven modules:the administrator, educational administration, grade management, head-teacher, teachers, students and the parents. Users can gain their own access permissions through the RBAC, which providing intuitive interface that is easy to operate. In brief, the system provided the performance management and analysis platform for all the participants in the school.Through test, the system runs well. After some relevant customization on the interface and module function, it can be applied in any primary and middle school.
