Research On Community Care Model For The Shidu Elderly In The City From The Perspective Of Welfare Pluralism

With the implementation of one-child policy and the accelerating of aging process, the pension problems of the Shidu elderly have gradually become a topic of social concern. With the lack of social pension security system, social assistance, and social pension resources, this paper believes that only the community care model can solve the pension problems of the Shidu elderly. With the application of community care theory, welfare pluralism and Maslow’s hierarchy of needs theory, by the method of the research methods of literature study, case study, questionnaire survey and interview, taking the K community in Beijing as an example, this paper aims to construct a model of community care for the Shidu elderly to meet their multiple demands. The model will be constructed on the principle of "taking the community as a basis, government guidance, social participation, the market support".Firstly, this paper reviews the literature and theory about Shidu elderly and community care, analyzes the existing problems of the existing research, and puts forward the main points of view that only the community care model can ease the plight of the Shidu elderly.Secondly, this paper analyzes the limitations of the traditional family supporting and social institution care for the Shidu elderly, expounds the advantages of the community care model for meeting the needs of the Shidu elderly, summarizes the practical feasibility of community care model in our country, and puts forward the applicability of the community care model for solving the pension problem of the Shidu elderly.Thirdly, taking the K community in Beijing as a case, this paper makes an investigation of the Shidu elderly and community workers by the method of questionnaire survey and interview, finds out the service needs in the economic support, life care, health and mental comfort of the Shidu elderly, analyzes the supply of government, community, market and society in the K community care service, and analyzes the contradictions between supply and demand and the reasons.Fourthly, this paper introduces the service contents and the main body of the elderly community care in the UK, Japan and Hong Kong, and summarizes the experience in the development of the community care model for the Shidu elderly in China.Finally, this paper proposes the idea of constructing the model of community care for the Shidu elderly from the perspective of welfare pluralism. The model is constructed on the three basic principles, including personalized service, based on the community and supporting people help themselves. The basic framework of the model is the diversification of service contents and the diversification of the service body. In order to guarantee the operation of the mode, some measures should be taken, such as increase government support, strengthen community services, accelerate the cultivation of social organizations and the establishment of a monitoring and evaluation mechanism.This paper tries to ease the plight of the Shidu elderly through the integration of social resources from the perspective of welfare pluralism. This paper proposed the community care model for the Shidu elderly through integrating the government, community, market, social organizations and other forces. It is hoped to provide a reference for the government to formulate relevant policies, and to appeal to the community to pay more attention and concern about the Shidu elderly.
