Educational equity is the foundation of social equity, and compulsory education is the basic stage of education. Therefore, the fairness of compulsory education is the foundation of educational equity, and also the foundation of social equity. The reasonable configuration to make education a variety of resources to the maximum extent, for each of the educated to provide equal opportunities and conditions.
