The medium vocational education is the important constituent part of educational system and foundation on which the medium professional technical workers are trained in our country. Along with the economical development and the technical progress, the medium vocational education should play the more and more vital role in the modernization. But during the process of reform in the educational system, the situation of the medium vocational education actually becomes worse and worse, many local governments lacked the enough understanding to the importance of the vocational education, the insufficiency in plan and investment ,the backward in school education system, the patterns of training talented person, all of these far could not adapt the need of the economic development and the social development. Among these questions, the waste of the vocational education resources, the imbalance of the educational development, the insufficient utilizing in education resources are obvious. The situation of the medium vocational education is becoming serious in recent years in Zaozhuang, especially in the aspect of recruiting students, quite a part of specialized middle schools fell into the difficult position, the total amount of teachers and students imbalanced, the classrooms are empty, the books covered with dust ,the massive precious educations resources is left unused. This certain phenomenon has caused the enormous waste in manpower, the physical resource and the financial resource, which has seriously influenced school's social and economic efficiency, fettered school's further development, thus we must find out the answer to resolve these questions.Facing above the questions, taking all the results of investigation into consideration the local government absorbed other city's advantaged experiences, at the beginning of 2003, they carried on the resolute reform for the medium vocational education system to optimize the educational resources, improve the educational condition, expand the scale of the recruitment, enhance education quality, strengthen the force of teachers and so on . And the most important aspects are the reform of management , the reform of optimizing resources, the reform of fund investment and the reform of the teachers'arrangement. But, the reform is the first time to be engaged, it is an attempt, so we need to sum up experiences , further discuss, research and investigate to learn whether these reform measures are reasonable, whether there are some problems during the reform and what kind of influences will be brought to the development of the city's medium vocational education, And then we could solve the problem of the optimizing of the educational resources and develop the advantaged way of training for the professional colleges, and then to impel Zaozhuang's medium vocational education to develop.This article would regard Zaozhuang technology institute as the reform front, linking to the reality of Zaozhuang medium vocational education development to conduct the research into the optimization of Zaozhuang medium vocational education resources disposition. The article first summarized the experiences of the whole Zaozhuang vocational education development, analyzed the necessity of educational reform and reappeared the reform details of merging of Zaozhuang secondary vocational schools', and then this article reviewed and summarized the developing actuality of Zaozhuang medium vocational education after the summary reform, analyzed the achievement, found the questions in existence, finally thoroughly studied the reform of the vocational education especially from the arrangement of the educational resources, the use of the educational resources, the optimizing of the educational resources and the share of the educational resources to deepen the reform of Zaozhuang's medium vocational education. This article also put forward advise to make the vocational education bigger, stronger, newer and more excellent. In the end, this article tried to find out the inner contact between educational reform and social development to offer references and concrete help for Zhaozhuang's educational operators to further push the medium vocational education forward.
