In a one-hundred year strategy of a nation, education is the most important basis. Building the new socialist villages needs billions of high-quality farmers. Undoubtedly, the present rural education remains a weak ring in China's educational chain. The rural compulsory education, as the basis of rural education, has become one of the important problems concerning "agriculture, village and farmers" It is agreed nationwide that the rural balanced compulsory education must be promoted with efforts. This dissertation focuses on government action in promoting the rural compulsory education,which based on the understanding of the theory of the balanced development of the compulsory education, the situation and cause of unbalanced development, and the core sole that government plays and the countermeasures that government adopts in promoting the balanced development of rural compulsory education.
