Educational assets are the fixed assets belonging to institutions of the state, meaning that institutions of the state possess, use and is confirmed own them in accordance to the law and can be a variety of general monetary measurement of economic resources, which refers to institutions of state(public) property. Educational assets allocation of assets refers to the rational and effective allocation between the internal education system, the count ies of Department of Education as well as of schools. Educational assets allocation of secondary school education is a plan with functional properties, which first should be planned(plans, programs) then equipped(supply).This research learned the current status of the asset allocation of Xuhui District Education through with the method of documentary, case analysis, comparative study, and to analyze the status quo. There are 2 existing allocation form of Xuhui District Education Bureau, which are allocated in unity or respectively, which has a great advantage in unified standard, reducing procurement costs and quality control, but there are still some problems in obtaining maximum efficiency. Education system is centralized procurement and decentralized procurement approach, combined with a unified and equipped with their own configurations in a unified standard, to reduce procurement costs and quality control has a great advantage, but the press is to obtain maximum efficiency such as the imbalance of asset allocation between different schools; the actual use of educational standards and the mismatching of school asset allocation, the low efficiency of the actual use of educational assets and the fact that unified allocation cannot meet the special needs of the school. And the impact caused by the unreasonable of allocation such as the lack of management, the absence of allocation the delay of allocating; waste with a standard asset allocation method, effects of later use and disposal work because of the unreasonable educational asset allocation.This paper analyzes the current situation existing problems and causes existed of educational asset allocation of Xuhui District, researches through the improvement of the procurement budget form and process, standardize s the organization, and inventory work of secondary school education asset and improves secondary school education asset management capabilities and other basic ways to optimize asset allocation of secondary school education. In the spirit of balanced development, thrift, efficiency improvement, highlighting the characteristics to optimize allocation of secondary school education asset and stop the waste of resources. We try to make the best use of property and materials, and stop seeking high demand, number, and quality blindly; directly serve the education through asset allocation, strengthen the management of educational assets in order to improve the quality of teaching, strengthen the intensity of practice teaching, improve teaching efficiency as the goal to accelerate the modernization of teaching and research equipment, improve the quality of teaching and scientific research, and strive to optimize asset allocation services in education and teaching, to meet the educational needs of teachers and students of secondary schools. Through the combination of greater investment and stopping waste, balanced development and highlight the characteristics, rational allocation and effective use to optimize the allocation of secondary education assets.
