Our country will be in the primary stage of socialism for a long time. Now, the form of economic development in our country is essentially agricultural economy, industrial economy and a knowledge-based economy in the bud, such as the situation of the coexistence of a variety of status. Faced with this new economy knowledge-based economy, focus on the development of education has become a consensus among all countries. Government as the main body of investment in education not only at the national level on specific education (such as primary or secondary education) for the purpose of the general system of free compulsory education, and education level for more than a variety of higher education or technical education are also major subsidies. The Talent is the Base of one country's development and the education is the key to the formation of human resources. Today's society, the more technology advanced the more professional jobs and refined division of labor. We need not only top-notch scientists, the need for high precision scientific and technical workers, but also hundreds of millions of high-quality workers and tens of millions of early, middle and senior technical personnel. This type of application-oriented talents is still the weak part of current education structure in our country, it makes a large number of advanced technology can only stay in the sample, the exhibits could not be translated into products, commodities.At present, China's gross enrollment rate of higher education in general has been to reach 19 percent, according to American scholar Martin. Quintero proposed model of the general development of higher education, our country has entered the threshold of mass higher education. However, in the ordinary course of higher education, its structure seems more and more questions can not be ignored, it mainly involves the contradiction between supply and demand of talents and education in two areas of resource allocation problem. The imbalance of the structure, on one hand, causes the obvious contradiction between the University Students'supply and demand and serious structural unemployment. On the other hand, cause the waste of limited educational resources, reducing the efficiency of investment in education, making the role of higher education to promote economy limited. But the Vocational and technical education cultivate a variety of different levels and different types of technical personnel to adapt the advanced technology. Technical education is fully equivalent to or even superior to the value of general education. Therefore, investment in education about the rational allocation of resources optimization must be imminent considered.In this paper, we use the economic analysis and interpretation of human capital theory to optimize the investment in education and the rational allocation of resources; it is divided into three levels on this issue:(1)Why should we optimize the investment in education, making the rational allocation of educational resources? The second part will from the human capital theory, analysis of economic integration in the global context, technical progress to consider the relationship between human capital formation and its impact on China's human impact of capital formation. And the following two chapters'practical analysis will dependent on this theory.(2)What are the optimization of investment in education and the rational allocation of resources? If we say that the analysis of Chapter II is horizontal, then the Chapter III is a longitudinal analysis. Because it will have a brief analysis of two finished industrialization countries and analysis their human capital formation, structural features.(3)How to optimize the investment in education and the rational allocation of resources? Chapter IV will base on the first two chapters, combine of China's national conditions, and consider its ways and means.
