In double first-class construction implementation plan,The state clearly stipulates that discipline is the guiding principle,reform with performance evaluation as leverage.Therefore,it is necessary to make a reasonable performance evaluation method,carry out dynamic management,implements the mid-term and final evaluation,adjust the direction of the support funds based on this evaluation,form a certain incentive and restraint function,promote the discipline construction.In the national of medium and long term education reform and development planning outline,universities should introduce competition mechanism and implement dynamic performance evaluation reasonably.The ministry of education has also made clear that performance evaluation is the inevitable result of the construction and development of universities in the opinion of the comprehensive improvement of education quality.The asset performance evaluation in this paper is based on the relevant national policy document spirit and adhere to the urgent needs of the connotative and sustainable development of universities.Once the asset resources in the college were mainly based on administrative means and lacked scientific basis,so lead to serious problems of the waste of resources.The existing resources of universities mainly include human,financial,material and discipline resources,while output is according to the university's three major functional talents training,scientific research and social services.Universities mainly focus on the subject development,while the effective carrier of the discipline is in the college.Under the double first-class construction background,the development of the discipline of universities will inevitably need enough resources to support,and due to the limited resources,how to realize the maximization of the efficiency of resources,reasonable and effective allocation of internal resources becomes an urgent problem to be solved.This research mainly focuses on 25 colleges of H University as examples.Based on the existing research literature,the basic principles and methods of construction are used to establish a performance evaluation index system for H University's internal colleges' assets,and Delphi's method is used to invite experts scored the indicators and then use the AHP to determine the weight of each indicator.Based on the theory of performance management,diminishing marginal returns,stakeholders,and refined management,using genetic algorithm to establish performance evaluation model,and calculated the performance of 25 colleges for 4 years.From the horizontal and vertical dimensions,conducts evaluations the 25 colleges of H universities.Each year the college's investment tends to be stable and maintains at a certain level.There is a gap between the colleges,but this gap does not exist.The annual output of each college does not increase year by year,it has a certain volatility.Each year,the performance growth of the colleges tends to be stable.The outstanding performance of the colleges with higher performances is maintained at a higher position,while the colleges with lower performances have smaller annual changes.The performance of polytechnics is generally higher than that of the liberal arts colleges.And its increase is also greater than the Academy of Arts.Again,based on the results of performance evaluation,firstly,based on the 3? principle in the weak analysis method.Using the cluster analysis method,the college's investment is divided into 5 levels to find out the strong and weak indicators;secondly uses multiple regression analysis methods,The third-level indicator is the independent variable,and the output result is the dependent variable.identify the importance index that affects the college's output.The results of the previous weak analysis method are used to find the number of teaching staff and The proportion of young teachers,The number of doctoral tutors,the total area of college rooms,the area of teaching and research labs,the number of national key disciplines,the number of provincial and ministerial key disciplines,and provincial and ministerial key laboratories are weak indicators and also important indicators which are impact on output.The investment in this aspect can be increased in the process of resource allocation in the next step.In the Academy of Sciences and Technology,the number of national key disciplines is still its weak indicator,but at the same time it is also an important indicator of the impact on output.The next step can also increase support for the cultivation of key disciplines.Finally,from different perspectives,puts forward suggestions for improving the performance of university resource allocation.Firstly,strengthen the discipline-oriented allocation of college resources,cultivate key disciplines to lead efficiency improvement,Secondly establish a new path of cooperation between industry,universities,and research institutes to increase the transformation rate of university scientific and technological achievements;thirdly,with the linkage of the three parties,strengthen the construction of early-warning mechanisms for personnel,scientific research funds,and risk transformation of scientific and technological achievements.FourthLy,grasp the development orientation of the Academy of Arts and identify the target colleges clearly.;Fifthly establish a university performance evaluation system.
