In response to the growing aging population structure, our country began to open up a two-child policy from New Year day of 2016. Encouraging people of child-bearing age give birth to children. Of course, in order to avoid the population explosion, wouldn’t taking unlimited fertility policy at present. The move is also in response to the labor shortages caused by ageing population.The two child policy implementation also open to the new generation of migrant workers, with a view to encourage fertility. However, the huge population base and continuous low fertility level, make the population development trend unpredictable in the future, leading to the formulation and implementation of family planning policy face unprecedented huge challenge. YI Fu Xian (2013) showed that fertility level in China is the lowest in the world by comparing list in "big empty nest". YI Fu Xian think Chinese parents’ ability of raising children is serious blow by the gap between rich and poor and the rising cost of raising. Besides, forty years of mandatory birth control also promoted the low fertility rate. Based on this phenomenon, Some scholars believe that we can release birth control, so as to restore fertility. Population experts LIU SHUANG thought that even the removal of birth control, China’s low fertility has also been irreversible. Even today fully liberalized second child policy, the future of our country will continue a low fertility level as normal. He thinks that with the development of the economy, people will higher and higher quality of life, their life concept will be changed irreversible, even long-term future fertility policy adjustment, also can’t change the normalized of low birth level. Therefore, with the continue of low fertility level in the future, coping with the ageing of population structure and population problem such as labor supply, the research of childbearing willing of new generation migrant workers is particularly important.Fertility desire decides people’s fertility behavior directly. With the rapid development of economy, more and more migrant workers into the city. They are a new working group formed in the process of our country’s transformation and urbanization. According to the national bureau of statistics data, at the end of 2015, the total number of the national rural migrant workers was 2.77 million, with 168 million migrant workers, including the new generation of migrant workers accounted for more than 70% of the total number of migrant workers. The role of new generation migrant workers in urban and rural economic development is more and more prominent, their life and work in the city has attracted many attentions of the academia, In particular they fertility desire research witch directly reflect their emotional condition. Through the literature review found that the academic study of peasant workers’ fertility intentions are mainly concentrated in the theory study and statistical description of the characteristics about the present situation of rural migrant workers in childbearing willing. And the study of new generation of migrant workers, especially their fertility intentions and influencing factors of relative lack of research. And some study of factors affecting its childbearing willing is just data statistical description and case interview., more in-depth studies of quantitative analysis by using the model is needed. Therefore, on the basis of the 627 field survey samples data with the new generation of migrant workers:this paper uses quantitative analysis method, empirical analysis on the quantity and the fertility motivation of the new generation of migrant workers. The study found the new generation of migrant workers’ fertility intention is influenced significantly by gender, age, culture level, birth and flow experience, wages, pension mode and the place where workers are located. Overall, the new generation of migrant workers’ fertility intention is still in a transition from traditional model to modern one, that we should focus on strengthening education, improve their cultural level, providing placement and career development opportunities, and then improve their income situation, to realize the change of fertility values including birth number and fertility motivation.
