Along with the progress of reform,China's market economy system has been improving,and it has begun to move from a big agricultural country to a modern industrial power.The development of industrialization and urbanization in the whole society is deepening.Similar to the development process of the western countries,we must face the huge population flow in the process of industrialization and urbanization,and the peasant worker group is produced in the society.According to official data released by the National Bureau of statistics,as of the end of 2016,the number of migrant workers in China reached 282 million people,the number of migrant workers more than 169 million people.The number of the new generation of migrant workers is increasing,which accounts for almost 70% of the total size of the group.The new generation of migrant workers not only gradually become the main force of the labor force,is still in the peak period of marriage.China has fully liberalized two child policy from January 1,2016,to encourage childbearing age population fertility,it is not only central "in a major reform after two separate child",is consistent with our current situation,conform to the embodiment of the voice of the people.However,the large population base and low fertility level have made the policy making and implementation of the related family planning face unprecedented challenges.Childbearing will directly determine the reproductive behavior of a family.Therefore,the fertility intention formed and held by the new generation of migrant workers directly affects the effect of the implementation of the "overall two child" policy.And now a lot of new generation of migrant workers in the rational development of the drive down to work in the city,they have unique and distinct personality characteristics of new period,basically adapt to the city life,but also willing to stay in the city is not strong and will return to the countryside,and they also have certain economic,social and human capital accumulation,but bring a variety of conditions required to bear the burden of the big city into the small and medium-sized city,tend to settle more,and Chinese in small and medium-sized city,plays an important role in the acceleration of urbanization,the research on this part of the new generation of migrant workers fertility desire is particularly important.On the basis of previous studies,with the help of questionnaires and interviews,the article selects the new generation of migrant workers in Ma'anshan as the research sample,with a sample capacity of 240.Through the investigation and analysis of growth characteristics of the willingness of the new generation of migrant workers in Ma'anshan,from the four aspects of individual ability,enterprise system and social culture,the government policy analysis of the factors influencing migrant workers fertility intention,put forward to optimize the personal comprehensive ability,continuously improve the enterprise employment system,and gradually promote the birth of new fertility culture and promoting society the equalization of public services and other suggestions to enhance the group's fertility desire.This research is based on the "two child" and the new urbanization background,in the new generation of migrant workers in small and medium-sized cities to integrate into the study of their fertility desire,has a strong timeliness.In addition,this paper chooses Ma'anshan as the study area,Anhui province is located in the Ma'anshan GDP in 2016 fourth,the per capita disposable income of urban and rural residents in Anhui province ranked first,economic development situation is good,the new generation of migrant workers in the fertility is a representative for the small city of Anhui Province and even the whole country.
