With the increasingly deepening of education reform and comprehensively of promoting quality-oriented education, China’s educational fairness has greatly got remarkable achievements. As one of the most important indexes of measuring the social fairness, the educational fairness not only improves the quality of the whole people and serves as the important way of training talents for our countries, but also the effective way of achieving the social fairness. Up to now, we have clearly recognized that a society needs to justice; equity is the spiritual motive force of social development. And a society without fairness is a soulless society and a society without fairness is also an incomplete society. At present, the fairness sense of the masses has been increasingly enhanced and their sense of participating in and discussing government and political affairs has been greatly improved, the issue of educational fairness is nearly becoming a focus that has been widely attracted the society’s attention. Therefore, to deeply study the cause of educational fairness and seek the solution to solving the problem is of great significance.This paper takes the educational fairness of Ordos City as a case study, and makes an empirical study for the issue of Ordos City’s educational fairness. By studying the issue of educational fairness in Ordos, the author tries to analyzing the reasons of such situation and putting forward the solutions, thus providing a reference for the Ordos’s education sustainable development. Finally, the author hopes to write this paper to make contributions to China’s educational fairness theory and practice. This paper is divided into six parts:The first part is the introduction, which elaborates the background and significance of selecting this topic:the study of educational fairness:a case study of educational fairness in Ordos City and also concludes the research about educational fairness issues in domestic and international academic circles. Later, the author illustrates the research idea and approach. Meanwhile, the author lists the advantages and disadvantages during the process of writing this paper. The second part is to illustrate the related conceptions and theories. This paper explains and states the related conception of educational fairness and also lists the representative theory about educational fairness in foreign countries and analyzes the value of each theory. The third part discusses the prominent problems which exist in Ordos City’s educational situation and educational fairness. This part lists the existing problems in Ordos’s educational fairness. There are four aspects of problems, namely the uneven funding for education, the backward teaching staff of villages and towns, the concentration of high quality students in downtown, the unfairness of education in different social classes. The fourth part is to analyze the cause of the prominent issue about educational fairness in Ordos City at present. This part analyzes the six reasons of causing Ordos City’s educational fairness. The fifth part provides the solutions and suggestions for realizing the educational fairness in Ordos City. This part discusses the issue from three aspects:government, school and individual. The sixth part is the conclusion. By analyzing and studying the educational fairness in Ordos City, this paper tries to make a conclusion that we can be close to the educational fairness unlimitedly by reforming, but we can’t totally achieve the educational fairness.
