Perfecting the governance system through institutional improvement is an important approach currently for China to deepen the reform; establishing a modern university system is the key to break through China’s development bottleneck in higher education. As the carrier of the modern university system, university statutes are the point where to start setting up a university system. As the advanced representative of higher education system, the universities directly administered by the Ministry of Education (MOE) are pioneers for driving the construction of university statutes.As a result, analyzing the existing issues in the universities statutes and putting forward suggestions on perfecting the implementation of statutes are both theoretically and practically important.This paper falls into six parts.Part one is the basis of this paper, which includes topic background, core concept, research thought, research method and literature review of research hot spots related to university statutes, laying a theoretical foundation for further research.Chapter one arranges the development history of university statutes, which provides some experience to China’s construction of modern university system by searching for the functions of charters on university system in the rudimentary stage of universities in 13th century. Through investigation on the relation between prosperous higher education and university statutes in the period of the Republic of China, this chapter seeks reasons why university system and statutes can have new vitality in a new cultural, political and economic environment during the localization process,offering some experience references for building a modern university system with Chinese characteristics to prompt the development of higher education.In chapter two, the basis for university statutes formulation is analyzed; the purpose and background of the issued No.31 decree named Interim Procedures of University Statutes Formulation by MOE are introduced; the contents and features in the decree are interpreted.Chapter three introduces the university statutes structure and text analysis on THE contents. Only texts of ten statutes with some certain tentativeness are selected in this chapter; word frequency statistics are conducted separately on these texts by ROST CONTENT MINING 6.0 (a content mining system) to acquire high-frequency vocabularies; features of the texts are summarized with qualitative analysis.Chapter four covers the text analysis on internal governance structure in the core part of statutes. Through the analysis on the duties of internal governance organizations, institutional framework setting of statutes and the standing orders, the operating mechanism of internal organizations is revealed.Based on the analysis in the last two chapters, chapter five summarizes the contents, frame structure and features of internal governance structure in the reenacted statutes and analyzes the existing problems, and puts forward corresponding suggestions on the basis of text analysis.
