Research On The Efficiency And Influencing Factors Of Scientific Research Input And Output Of Universities Directly Under The Ministry Of Education

In the era of knowledge economy,science and technology have become an inexhaustible driving force for social development.With the increasing of national investment in scientific research,the output of scientific research in colleges and universities has been concerned by the society.Universities directly under the Ministry of Education as the mainstay of China's scientific research innovation,its output quality directly affects the level of scientific research and innovation in our country.Especially under the background of "double first-class" construction,Research the affiliated universities scientific research input and output efficiency is helpful to solve the problems existing in the scientific research resources using process,realizing the rational and effective allocation of scientific research resources,which is of great significance for enhancing the scientific research innovation ability of the affiliated universities and improving the input-output efficiency of scientific research.On the basis of learning from previous studies,this study discusses relevant conceptual theories and constructs a more scientific and reasonable evaluation index system.Using DEA analysis method to analyze the input-output efficiency of scientific research in universities directly under the ministry of education in 2017 from a static perspective.The results show that nearly half of the universities are not effective,and there is still a large room for improvement.Using the Malmquist index method to analyze the change of scientific research input-output efficiency of universities directly under the ministry of education from 2013 to 2017 with a dynamic perspective.It is found that the total factor productivity presents a general fluctuation trend.Further analysis of the reasons for the changes in universities shows that the increase of technological efficiency is an important reason for the growth of total factor productivity,while the decline of technological progress efficiency is an important reason for the decline of total factor productivity.Using Tobit model to analyze the factors affecting the input-output efficiency of scientific research in universities.It is found that the increase of scientific research innovation and foreign exchanges will lead to the improvement of input-output efficiency of scientific research,while the increase of human and financial resources will not improve the input-output efficiency of scientific research.Finally,some suggestions are put forward according to the research results.First,we should attach importance to the management of scientific research in universities and enhance the overall level of scientific research.Second,optimize the talent hierarchy,combine external with internal education;Third,improve the funds management mechanism,pay attention to scientific research efficiency assessment;Fourth,improve the innovation incentive system andenhance the ability of scientific research and innovation;Fifth,strengthen exchanges and cooperation with other countries and raise the level of internationalization.
