In 2001, Decision on the Reform and Development of Elementary Education distributed to lower levels by the State Council of the People’s Republic of China (No. [2001]21) (here in after referred to as the decision) promulgated that we should base on the primary purpose-reform, strengthen the education and teaching quality education reform, establish a new teaching concept, carry out a new teaching mode, and cultivate students’autonomous learning ability. The implementation of the decision injects new ideas into the teaching of basic education, promotes the changes of teaching activities in various disciplines and the primary school mathematics is also facing new challenges.In 2011, full-time education mathematics curriculum standards(Revised Draft) promulgated by People’s Republic of China Ministry of Education has made the detailed stipulation for the elementary school mathematics new curriculum reform. And it stressed that we must master the essential mathematics basic knowledge and basic skills, understand the basic mathematical ideas and basic mathematic activity experience accumulation, cultivate students’ applying consciousness and innovation consciousness.This research focuses on the second stage of basic education, trying to apply the problem-based learning (referred to as PBL) teaching mode in the teaching of mathematics fractions in grade 6 of primary school. And it expects that it can provide certain guiding ideology for the basic education reform in our country.This study first analyzes the basic theory of PBL and the implementation of the results, the necessity of the implementation of PBL teaching in primary school, and it provides the basic theoretical basis for the research.Then,combined with the characteristics and advantages of the PBL teaching mode, the features of mathematics teaching in primary school, the study make the PBL specific and localized. It also designs the process of the course, and applies it to multiplication and division of the elementary school mathematics teaching. After being evaluated properly,it can get the effects of the PBL teaching practice.The aim is to improve students’ interests in learning, inspire students’ learning motivation, train the students’ cooperation and communication abilities. In this situation teachers can teach happily,the students can learn happily as well. As a result it can improve students’ ability of solving problem and the sense of innovation.The studies show that compared with the traditional teaching method, the application of PBL in basic teaching, there is no significant difference in the field of students’knowledge, but theirs application ability and innovation consciousness has been greatly increased in some degree.
