At present, the degree of aging in our country is deepening, the level of social civilization has been improved, and the old people’s demand for education is more and more stronger. And the community as a place for the elderly to live and live all the year round, is one of the best places for the elderly education. Therefore, in the face of accelerating the process of aging population, how to promote the development of community education for the elderly, to satisfy the needs of the elderly in the community education, has a very important significance. The paper takes L District of Wuhan city as an example, to research the community of the status of the aged education through questionnaires and interviews, and analysis of the factors affecting the participation of the elderly in community education activities from the perspective of empowerment, finally, based on the theory of empowerment, to discuss the development strategies of the community elderly education.Through the survey found, community elderly education exists lack of effective organization and management, lack of resources and conditions, same content and form, publicity is not sufficient and other aspects of the problem. At the same time, because of their own physical, social policy, community environment, family and other reasons, in the process of participation in education, there is a lack of power, so that they have a sense of weakness and useless. And empowerment as a professional theory of social work, it focuses on excavates the potential of service objects, through the "individual initiative" and "external push" two modes of mutual cooperation to assist the disadvantaged groups to increase the power. Therefore, the application of empowerment theory to the process of the development of the community elderly education, from three aspects of individual, interpersonal relationship and social, analysis of the factors affecting the participation of the elderly in community education activities, discussion on the necessity and feasibility of the application of it in the community elderly education, and through the individual level, interpersonal level, social level of empowerment, strengthen the power of the elderly, improve the environment and level of the elderly education in the community, perfect the participation channels of the community elderly education, can promote the healthy and fast development of community education for the elderly.
