A Study Of Empowerment Evaluation On The Community Elderly Day Care Center

With the background of the increasing demand for pension services and the government's "deregulation service" reform,there are more and more service items purchased by the government in the field of pension services.Due to better supervise and promote the development of service items,it is necessary to evaluate the social work of service items.At present,the evaluation of social work in China is still in the mode of third-party organization evaluation,focusing on performance management and accountability system,and paying less attention to the development of service projects.Through the participatory evaluation mode,the evaluator can participate in the operation of service projects.Through the way of empowerment,the participants can make decisions and promote the quality of the service to solve the problems effectively.For examples,the slow development of the service projects which goverment purchased at present,lacking high quality and high efficience,lacking support from the government.In this paper,participatory observation and semi-structured interview were used to collect data,and empowerment assessment was applied to the assessment of daytime care center service projects in Z city.Through the supervise of the logical process' quality mode to inpect the feasibility of empowerment assessment applied to the assessment of daytime care center service projects.Through the comparison with the evaluation results of the third-party organization,the advantages and disadvantages of the two are obvious.The research shows that compared with the third-party evaluation,empowerment evaluation can better promote the development of service projects,and improve the ability and quality of service project participants and evaluators,compensating for the disadvantages of the third-party evaluation.However,due to the high cost requirements and long evaluation cycle,it can not be widely promoted.
