Chinese education reform and development compendium points out that the primary schools and the secondary schools should try their best to make themselves more distinctive. So some schools try their best to put improving the quality of teaching and the creation of a school characteristics on the equally important position. The schools should not only improve the quality of teaching but also make themselves more distinctive. As a new thing of the curriculum reform, school-based curriculum development which provides the school culture development and school characteristics a new opportunity.In recent years, the history curriculum experts and the middle school history teachers has made the tremendous contribution to make their school more distinctive Some excellent history of school-based curriculum have emerged. In order to strengthen the students’ awareness of the protection of cultural relics and promote the effective transmission of China’s outstanding traditional culture, the cultural heritage resources as a new subject stat to go to the history of school-based curriculum development. And it has made great success. But school-based curriculum development mostly focus on the material and cultural heritage. The use of intangible cultural heritage is very limited. Intangible cultural heritage as an important part of cultural heritage that produced by people in the long-term and life practice is a kind of the non-material culture. The essence of the intangible cultural heritage is the skills, experience and spirit that people left behind, and at the same time it is the crystallization of the wisdom of the working people. However, due to the lack of protection of the intangible cultural heritage, some of the best, nonrenewable "intangible cultural heritage" culture is facing the danger of disappearing. And the most effective way of cultural heritage is education. There is a natural close relationship between Intangible cultural heritage and historical subjects.Therefore, the intangible cultural heritage as a curriculum resource development and utilization is very important to the inheritance of intangible cultural heritage and to create the characteristic school culture.This paper mainly includes the following parts:The first part, summary the correlation theory of the Intangible cultural heritage of Shandong and the development of school-based curriculum in history.It explains the importance of the development of historical school-based curriculum with the theme of intangible cultural heritage from two aspects which the value of the intangible cultural heritage to the development of the history school-based Curriculum and the significance of school-based curriculum development to intangible cultural heritage cultural heritage.The second part, take the famous intangible cultural heritage of Shandong Province-- the Confucius memorial ceremony as a case,to explain the way and the procedure of the history school-based curriculum with the theme of intangible cultural heritage. At the same time,the author make the exclusive principle of the history school-based curriculum with the theme of intangible cultural heritage. This part is the key content of this article.The author has formulated the "school-based curriculum development plan of Confucius" and the contents of school-based teaching materials.The author try to write the first lesson of the school-based curriculum and put the case in practice during the teaching practice of the course.The third part,by analyzing a large number of cases of school-based curriculum development and the practice of the author’s own development,the author wants to find out the existing problems and the factors hindering the development of the school-based curriculum under the background of a new round of college entrance examination reform. At the same time the author puts forward the countermeasures and suggestions on solving this problem in order to improve the history school-based curriculum with the theme of intangible cultural heritage.In short,this paper bases on the intangible cultural heritage of Shandong Province,takes the memorial ceremony for Confucius as a case,tries to develop the history school-based curriculum with the theme of intangible cultural heritage.It has some enlightenment to the development of school based curriculum and the inheritance and protection of intangible cultural heritage in Shandong.
