University statutes are seen as the "institution", not only because it plays an important role in university development, but also because it provisions the mission of one university, the responsibilities and duties of each organization and the management system in detail. The United States has a long history of higher education, with the development of its colleges and universities, it gradually formed a perfect organizational structure and management system. At the same time, the construction of every university’s statutes are relatively complete. Harvard University is looked as a model of the higher education all around the world, with constantly improvement of its regulation, the regulation contents not only took into account the needs of the times, but also combined with the practical situation of Harvard University, its regulation has gradually adapted to the internal and external governance of. In recent years. Many of our scholars have committed to the study of Harvard University and combined the characteristics of Harvard University with the current development situation of our higher institutions, in order to establish the modern university and modern university system. At present, our research about Harvard University mainly focus on researches on Harvard University’s educational theory, general education reform and its curriculum reform.National Long-term Education Reform and Development Outline (2010-2020) requires our universities and colleges to establish regulations. The Ministry of Education also urged the universities and colleges to actively enrich the text of regulations. In view of our one hundred and twelve "211 Project" universities’statutes, the Ministry of Education has given official approval to June 30,2015. It reflects university statutes’construction in China has made some progress to some extent. To accelerate the establishment of university statutes and enrich its content are good for standardizing its rules and regulations. In addition, it can help to promote the establishment of modern university and modern university system with Chinese characteristics.The full research is divided into five parts. The first part is introduction, this section mainly describes the background, purpose, significance, ideas and methods, core conceptions and related conceptions of the research. Meanwhile, it includes the discussion of the university statute, Harvard University and the American university charter from both domestic and foreign literature review. The second part briefly summarizes the development background and development process of Harvard University regulation. The third part mainly analyzes Harvard University Charter’ structure, content and the educational philosophy it reflected. It also summarizes the characteristics of Harvard University Charter. The fourth part is the value assessment of Harvard University regulations:how to definite the value of university charter; how to select the target of its value; what is the value of Harvard University Charter for school itself, higher education and society. The fifth part, on one hand, learning from Harvard University charter and combining with China’s practical situation:come to some enlightenment for our university charter building; on the other hand, by analyzing the current situation of our university regulations and the problems it exists to discuss the further development of China’ university regulations.
