Since the funding sources of universities are more and more diversified, so how rational allocation of these funds is particularly important.Objectively on the financial management of the College has put forward higher requirements.The allocation of resources to achieve and the use of resources are important factors in the normal operation of college. Access, distribution and use to financing, are a direct impact on the realization of the business plan of the College and comprehensive sustainable development. These are all related to financial management, because budget management as the core of financial management, so the system is reasonable or not and the implementation is good or bad are impacting the the development of universities directly. So srengthening of university budget management and improving budget management are very important.As the current situation, there are still many problems and deficiencies in budget management of universities. So analyzing budget management to find deficiencies to develop effective solutions is very important on reform and development of colleges.In this paper, under the background of higher education reform and development of colleges and universities in transition, based on a college, researching and analyzing budget management to identify problems of current university budget management. Then proposing appropriate solutions to these problems. These are both in order to establish a reasonable budget system which contain the preparation, implementation, management and supervision that can provide theoretical and practical value to improve the level of financial work.
