With the implementation of the reform and opening up policy, higher education in China has developed rapidly and achieved great success. Higher education in China has reached the goal of popularization. The rapid growth of higher education provides much more opportunities for people to get educated; in addition to that, higher education also plays a greater role in social progress, economic development and technological innovation. Despite all the successes higher education has made mentioned above, however, there are equity problems of higher education still remain to be solved.The inequity of regional higher education is not only caused by the laggard economy, the deficiency of higher education resources, but also the absence of responsibilities of the government. It is the disabled higher education system and policies that gives birth to the inequity problem of higher education. For higher education is a kind of public goods, in the resources distribution process, both the government and the market need to play a role. And the major player must be the government, because it is the government that has the power to balance the overall interests of the whole nation with the interests of every educates. So the government has the responsibilities to solve the inequity problem of regional higher education by making reasonable education policies and improving the educational system.This paper analyzes the equity of regional higher education in depth based on the government-responsibility perspective. This paper is divided into six parts. The first part mainly introduces the significance, the background and the framework of this research. The second part explains respectively the meanings of region, education equity, higher education equity and government responsibility in detail, as well as the theory of justice and the theory of public goods. The third part shows the existing problems in the equity of regional higher education using data. The forth part analyzes the absence of government responsibilities form four different aspects. The fifth part recommends several successful measures taken by some counties to improve the equity of regional higher education. The final part tries to come up with some useful improvement ideas about the equity of regional higher education based on the analysis and the experiences learned from other countries.
